the Master Plan, a parcel needs to be established for the treatment plant. At the time of <br /> Use Permit application processing, the water treatment plant is located on 15.29 acres of <br /> a 25.7-acre parcel. This 15.29-acre portion shall be legally established via a Lot Line <br /> Adjustment application, with the remainder combined with adjacent property controlled <br /> by Trimark (specifically A.P.#209-030-05). This Lot Line Adjustment shall be completed <br /> prior to site alteration. This acreage includes a small triangular piece (.29 acres) that <br /> projects into the wetland area. When the Water Treatment Plant is completed and fully <br /> tested, the parcel on which the Plant is located and the Plant shall be immediately <br /> offered for cedication to the MHCSD, and in addition, an easement shall be granted to <br /> the MHCSD for any portion of the access road between Kelso Road and the edge of the <br /> parcel. The Master Plan and PLEP show a 18.5-acre parcel for public purposes at this <br /> location. The remaining 3.5 acres can be added to the 15.29-acre parcel at the <br /> discretion of the MHCSD. <br /> e. Parking: Off-street parking shall be provided and comply with the following: <br /> (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and <br /> permanently maintained with base material of appropriate depth and asphalt <br /> concrete or Portland cement concrete to provide a durable, dust-free surface. <br /> Bumper guards shall be provided where necessary to protect adjacent structures <br /> or properties. (Development Title Section 9-1015.5) <br /> (2) A minimum of 2 parking spaces including one accessible space, shall be <br /> provided during the first phase. The number of spaces shall increase <br /> accordingly as the number of employees increases. Based on the maximum <br /> estimated employees, a maximum of 8 spaces shall be provided at buildout. <br /> f. Lighting: Lighting shall be provided and shall comply with the following: <br /> (1) If the parking area is to be used at night, parking lot and security lighting shall be <br /> installed. (Development Title Section 9-1015.5[g)] <br /> (2) Any lighting shall be designed to confine direct rays to the premises. No <br /> spillover beyond the property lines shall be permitted except onto public <br /> thoroughfares, provided, however, that such light shall not cause a hazard to <br /> motcrists. Further, all exterior lighting shall be shielded or recessed to minimize <br /> direct glare and reflection (Development Title Sections 9-1015 [g][4], and 9- <br /> 1025.8M [a]). Any freestanding light poles shall be no higher than 20 feet. <br /> g. Landscaping and Screening: Landscaping and screening shall be provided and <br /> comply with and achieve the implementation measure of the Master Plan, i.e., that the <br /> treatment plant layout and construction shall be designed to minimize the visual impacts <br /> on adjoining and uses by maintaining as low a profile as possible and utilizing screening <br /> and landscaping. The following will apply: <br /> (1) A combination of landscaping and fencing shall be used to screen the water <br /> treatment plant, especially the water storage tanks. Berms in combination with <br /> solid or open fencing on top and with landscaping for screening can more <br /> effectively screen the large storage tanks and minimize the institutional <br /> appearance of the plant from adjoining land uses and from Byron Road and <br /> Marina Blvd. A detailed landscaping and fencing plan shall be submitted prior to <br /> Conditions of Approval - 2 - UP-97-13 <br />
