the issuance of building permits which includes the use of berms and/or fences <br /> around the storage tank area. Landscaping shall be planted in an area around <br /> the perimeter of the site (i.e., 15-acre site), using a minimum 20-foot planting <br /> width that shall be planted with a combination of shrubs and tree species that <br /> grow at different rates and will produce short term and long term screening of the <br /> tanks and other site improvements. If residential development occurs along the <br /> north boundary of the site as currently designated in the Master Plan, the CSD <br /> will be required to install a solid fence along that boundary, consistent with <br /> Development Title requirements. <br /> (2) The storage tanks shall be painted in neutral colors to minimize their mass. <br /> (3) Fence height shall be a minimum of 7 feet in height and shall be one of the <br /> following types in conformance with the security requirements of applicable state <br /> agencies (i.e., State Department of Health Services- Drinking Water Division): <br /> A. Guardian brand ornamental iron fencing for high security facilities. <br /> B. Pennafused or thermally fused vinyl coated chain-link fence with a high <br /> security or medium security mesh and square posts (Anchor brand). <br /> C. Omega Fence Systems high security fence. <br /> D. Bekaert Nylofor 30 fence system. <br /> E. Any other fence system that is substantially similar to the above types. <br /> Galvanized chain link and barbed wire is not acceptable and not in <br /> conformance with the requirements of the Master and Specific Plan I. <br /> Specifically, barbed wire is not permitted along any fence adjacent to <br /> planned or existing residential areas (Development Title Section 9- <br /> 1022.3[e][21). <br /> (4) The gate shown across the access road off of Kelso, shall be recessed from the <br /> edge of right-of-way far enough to permit the large trucks accessing to <br /> completely off Kelso, and/or Marina Blvd. (Development Title Section 9-1022.2. <br /> (5) Any proposed sign shall be included on the landscaping plan. A single, low <br /> profile monument sign shall be permitted at the entrance to the water treatment <br /> plant. Only indirect lighting shall be used to illuminate the sign. <br /> h. Habitat Mitigation: Prior to the issuance of building permits, habitat mitigation fees of <br /> $1500. per acre shall be assessed based on the 15-acre treatment plant site. <br /> Specifically, mitigation for biological impacts shall be as prescribed in the San Joaquin <br /> Multi-species Habitat Conservation and Open Space Plan (SJMSCP). All applicable <br /> incidental take avoidance measures described in Section 5.2 of the SJMSCP are hereby <br /> incorporated as conditions of project approval. Prior to the issuance of a building permit, <br /> fees as specified above shall be submitted to the Community Development Department. <br /> This fee shall be placed into an interest bearing trust account which will be transferred <br /> to the JPA for the SJMSCP once it has been established. If the SJMSCP is not adopted <br /> within three years of the date of the approval of this Use Permit, the fees collected will <br /> be utilized to administer the Mountain House Swainson Hawk HMP and appropriate land <br /> Conditions of Approval - 3 - UP-97-13 <br />
