4.0 SITE INSPECTION
Live Oak inspected the site on October 29, 2012. Photographs of the Site are attached
to this report as Appendix 2. The perimeter of the Site was inspected, as well the
major features visible from the perimeter.
The Site consists of young olive orchard on the east side and open land on the west
side. A house and domestic well are located on the northern side of the Site. One pole-
mounted transformer was observed near the house.
Field roads bisect the property north-south and east-west. An irrigation well and
filtration system are located on the field road near the southern side of the property.
Two above-ground storage tanks were observed by the well. The larger tank,
approximately 2,000-gallons in size, contains diesel to power the pump. The smaller
tank appeared to be unused. Three 55-gallon drums and three five-gallon buckets were
also observed near the well. Litter was being used to absorb minor oil stains.
The surrounding properties consist of walnut orchard to the north, olive orchard to the
east and west, and open, pasture land to the south.
5.0 INTERVIEWS
5.1 Interview with Property Owners
Lillian Pendergrass was interviewed by telephone on October 30, 2012. She indicated
that she acquired the Site in approximately 1972. The land was originally used for cattle
grazing, then planted with vineyard, then olives, she stated. Ms. Pendergrass indicated
that she had the irrigation well installed shortly after acquiring the property.
Ms. Pendergrass stated that the irrigation well is powered by diesel from a tank
approximately 2,000 gallons in volume. A second tank by the well has not been used.
The drums by the well contained waste oil that was recently collected by an outside
contractor for recycling. The five-gallon buckets by the well either contain new oil or are
empty, she stated. Ms. Pendergrass was not aware of any underground fuel tanks,
chemical storage, dumping, or other environmental issues on the Site.
LOGE 1220 Page 3
