5.0 INTERVIEWS <br /> 5.1 Interview with Proty Owners <br /> „ ..,._....per1 <br /> Carl Navarra was interviewed by telephone on April 15, 2011. He indicated that he and <br /> his sister own parcel -10; they have owned it for more than 30 years. Mr. Navarra and <br /> his son own parcel -01; they bought it in October 2010. He indicated that the family <br /> farms the Site under the name of C&A Navarra Ranch. The Site is currently an almond <br /> orchard; row crops were present before that. Chemicals are stored inside the shop <br /> building in a locked area, Mr. Navarra indicated, and no chemical mixing takes place on <br /> the Site. Mr. Navarra stated that they are in the process of reducing their above-ground <br /> fuel tank sizes to meet current regulations. Currently they have a 1,000-gallon diesel <br /> tank and a 500-gallon gasoline tank; these will be reduced to 490 and 240 gallons, <br /> respectively. According to Mr. Navarra, the metal structures on the Site were <br /> constructed in 1978 or 1980; the house and two trailers may date to 1980 or 1982. One <br /> well is located at the house which supplies the house office andtrailers. <br /> Two irri anon <br /> Pp9 <br /> wells are located on the Site; the irrigation well on parcel -01 was recently changed ed from <br /> diesel power to electric. Three septic systems are located on the Site, one for the <br /> house, one for the shop, and one for the two trailers. Mr. Navarra indicated that small <br /> amounts of tractor repair take place on the Site. Waste oil drums are periodically <br /> removed by a contractor. Mr. Navarra was not aware of any other environmental <br /> concerns on the Site. <br /> 6.0 SITE DOCUMENTS <br /> 6.1_ Environmental Health Department Records <br /> Records for the Site address of 475 West Blewett Road were reviewed at the EHD on <br /> April 18, 2011. On file was a Small Quantity Hazardous Waste Generator permit valid <br /> through December 31, 2010; the facility reportedly generates less than five tons of <br /> hazardous waste per year. <br /> An Underground Storage Tank permit application from August 1989 was on file. The <br /> g g P Pp 9 <br /> permit indicated that two tanks of unknown content and size were once present on the <br /> Site; no other information was provided. A letter from C&A Navarra Ranch dated July <br /> 1989 states that "there are no underground tanks at this address." <br /> An Aboveground Petroleum Storage Tank Program Survey Form from February 2009 <br /> was also on file; it indicated that one 1,000-gallon gasoline tank, one 1,000-gallon diesel <br /> tank, three 500-gallon diesel tanks, one 300-gallon gasoline tank, one 55-gallon <br /> container of motor oil, one 55-gallon container of hydraulic oil, and two 55-gallon <br /> containers of waste oil are located on the Site. <br /> LOGE 1117 Page 5 <br />
