San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures _ <br /> Development Department Hazards and Hazardous Materials <br /> Impacts and Mitigation Measures <br /> Impact HAZ-1 : Potential Hazards Related to Disposal of <br /> Hazardous Materials at the Project Site (Less than <br /> Significant) <br /> Implementation of the project would create a series of deep pits, and these pits <br /> would be present at varying depths during the various stages of the mining <br /> operations. The northern portion of the site is proposed to contain a basin _ <br /> following reclamation of the site. Excavated portions of the project area may <br /> lend themselves to improper disposal of solid waste or the illicit disposal of solid <br /> waste or hazardous materials by parties that are not associated with project — <br /> operations. Because the mining operation would be located in a somewhat <br /> isolated and remote area but nearby freeway access,it is possible that people <br /> would attempt to use it for waste disposal. Improper disposal or dumping of <br /> solid waste could create a public health hazard by supporting pathogens or by <br /> contaminating groundwater. San Joaquin County Code requires installation and <br /> maintenance of three-strand barbed wire fencing around excavation areas. _ <br /> Compliance with this requirement of County Code would ensure that use of the <br /> site would be restricted to trained personnel, discouraging unauthorized access <br /> and intentional or accidental releases of hazardous or non-hazardous materials _ <br /> and would ensure consistency with the policies pertaining to hazards and <br /> hazardous materials in the San Joaquin County General Plan. This impact is <br /> considered less than significant. No mitigation is required. <br /> Impact HAZ-2: Release of Hazardous Materials into the <br /> Environment in the Event of Upset or Accident (Less than <br /> Significant with Mitigation Incorporated) <br /> The proposed Project consists of aggregate excavation and processing with <br /> stockpile areas, an asphalt plant,a portland cement batch plant, a concrete <br /> recycling plant, and ancillary facilities, such as a shop and office and a new <br /> access road,as well as related heavy machinery. Project operations would <br /> involve the use of hazardous materials such as fuels, lubricants,and solvents,the <br /> accidental uncontrolled release of which could have adverse effects on the <br /> environment. <br /> During the preliminary review of the project, San Joaquin County OES <br /> responded by noting that if the quant'operation will handle or store potentially — <br /> hazardous materials in quantities greater than 55 gallons of a liquid, 500 pounds <br /> of a solid,or 200 cubic feet of compressed gas, the operator will be required to <br /> complete and submit a HMMP to OES. Although the quantities of potentially — <br /> hazardous materials have not been finalized and would be dictated by operational <br /> needs, it is assumed that the facility would handle or store potentially hazardous <br /> materials in an amount requiring an HMMP. Therefore the operator would be <br /> required to file an HMMP.
