San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Hazards and Hazardous Materials <br /> measure would ensure that potential hazards are reduced to less-than- <br /> significant levels. <br /> Mitigation Measure HAZ-2a: Require Submittal of a <br /> Hazardous Materials Management Plan <br /> Before construction begins,the operator will submit an IIMMP to San <br /> Joaquin County CES,prepared in accordance with the requirements of <br /> the California Business Plan Act. The management plan will also <br /> identify emergency procedures and an evacuation plan. The operator <br /> will implement the management plan at or before the start of <br /> construction. As part of implementation,the operator will ensure that <br /> facility employees are familiar with the plan and have ready access to <br /> �- safety equipment and Material Safety Data Sheets(MSDS). These <br /> sheets will describe the materials, storage and handling procedures,and <br /> emergency(spill or fire)procedures for on-site hazardous materials. The <br /> operator will implement a safety training program for employees <br /> working in the project area. <br /> r, The operator will be periodically inspected by San Joaquin County OES <br /> to determine compliance with the management plan. Site inspections <br /> typically include discussions with the plant manager and employees to <br /> ` determine the level of familiarity with the management plan. Facilities <br /> will also be inspected to ensure the presence and availability of proper <br /> safety equipment. Evidence of safety training will be required. <br /> Equipment to be used in the project area would include loaders,backhoes,a <br /> dragline excavator(under the wet pit option), and other types of excavation <br /> equipment. Because of their large size,these vehicles would be repaired on-site <br /> rather than being transported to an off-site repair facility. Waste oil from <br /> equipment servicing would be collected on-site in an aboveground storage tank <br /> and periodically hauled off-site by a certified waste management contractor. <br /> Releases of hazardous materials could result from improper storage and handling <br /> of waste oil,lubricating fluids,and other materials or during routine maintenance <br /> i of vehicles, including oil changes and chassis lubrication. Such releases on bare, <br /> permeable ground could contaminate soils and underlying groundwater <br /> resources. Groundwater contamination could result in a public health hazard and <br /> would be considered a significant impact. If precautions are not taken to contain <br /> contaminants,construction could produce contaminated stormwater runoff <br /> (nonpoint-source pollution)(see section 3.G,"Surface Water, Stormwater, and <br /> Water Quality,"for further discussion of this issue). Implementation of the <br /> following mitigation measure would ensure that potential hazards are <br /> reduced to less-than-significant levels. <br /> Mitigation Measure HAZ-2b: Require That Routine Vehicle <br /> Maintenance Occur in a Designated Area with an <br /> Impermeable Surface <br /> The operator will restrict all vehicle and equipment maintenance to a <br /> designated area with an impermeable surface.
