San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Hazards and Hazardous Materials <br /> designed to block soil and groundwater contamination caused by spills of <br /> materials commonly used in equipment maintenance, such as oils, fuels, <br /> solvents, and paint. _ <br /> Furthermore, as part of the Environmental Commitments outlined in Chapter 2, <br /> "Project Description,"the operator will implement a Spill Prevention, Control, <br /> and Countermeasures Plan. Implementation of this environmental commitment <br /> will ensure that potential impacts are reduced to less-than-significant levels and <br /> will ensure consistency with the hazards and hazardous materials policies in the <br /> San Joaquin County General Plan. <br /> Impact HAZ-3: Release of Potentially Hazardous Materials <br /> into Surface Water in the Event of Flooding of Project <br /> Facilities (Less than Significant) <br /> The project area is located in an area with minimal flooding and is outside of the <br /> 100-year floodplain(the area with a l%chance of flooding in any given year) <br /> (FEMA 2002). The project is designed to retain on-site drainage in the settling <br /> ponds (see the"Environmental Commitments-General Commitments"section <br /> of Chapter 2 of the EIR), and all runoff at the project site would be contained <br /> on-site during the operation and reclamation periods. Given the existing — <br /> stormwater drainage design standards already incorporated into the <br /> project, the potential for release of potentially hazardous materials into <br /> surface water in the event of flooding is considered less than significant. No — <br /> mitigation is required. <br /> Impact HAZ-4: Emit Hazardous Emissions or Handle <br /> Hazardous or Acutely Hazardous Materials, Substances, <br /> or Waste within 0.25 Mile of an Existing or Proposed — <br /> School (No Impact) <br /> The nearest school,New Jerusalem Elementary School, is located approximately — <br /> 3 miles north of the site along Koster Road. The proposed Project would not <br /> involve hazardous emissions or handling of hazardous or acutely hazardous <br /> materials, substances, or waste within 0.25 mile of a school, as no schools are — <br /> located near the project site. The proposed project would have no impact. <br /> Impact HAZ-5: Located on a Site that is Included on a List <br /> of Hazardous Materials Sites Compiled Pursuant to <br /> Government Code Section 65962.5 (Less than Significant <br /> with Mitigation Incorporated) <br /> According to the DTSC Cortese List,the project area does not contain or border <br /> any listed hazardous waste sites.
