San Joaquin County Community Other CEQA Considerations <br /> Development Department <br /> ■ West Coast Aggregates' quarry (County quarry permit#QX 86-2),located <br /> east of I-580 and the Granite quarry site. <br /> ■ RMC Pacific Materials (County quarry permit#QX-01-2)(proposed site), <br /> proposed to be located on the southeast corner of Blewett Road and Koster <br /> Road. <br /> r <br /> Other Development Projects <br /> As described in Chapter 2,the County and Caltrans are planning to construct a <br /> new interchange at SR 132 and Bird Road to accommodate traffic projected to <br /> occur as a result of the existing and currently proposed mining operations in the <br /> project area. Construction is currently planned to commence in 2007,pending <br /> funding. The new interchange and improvements must be in place before the <br /> r County will approve expansion of aggregate production in the project area over <br /> current levels. Additional improvements to the mainline(SR 132), such as <br /> additional lanes,would be a future regional project and are currently not funded <br /> through construction. <br /> The County is unaware of any other discretionary commercial,residential, <br /> industrial,or other development projects currently proposed for construction near <br /> the project area. Information regarding long-term buildout of the area is <br /> contained in the General Plan. <br /> Assessment of Cumulative Impacts <br /> The proposed Project represents little change in the environment compared to <br /> existing conditions because it will take the place of a similar existing operation. <br /> However, cumulative Project-related impacts were analyzed for the same <br /> resources and topics analyzed in Chapter 3 of this EIR. The cumulative impacts <br /> of the Project and related projects on each resource or topic are described below. <br /> There were no significant cumulative impacts identified relative to cultural <br /> resources;geology and soils; surface water, stormwater,and water quality; <br /> hazards/hazardous materials; or public utilities as a result of the combined effects <br /> of past,present,and probable future projects. Therefore,this analysis will not <br /> - discuss the individual contributions of this Project to those impacts. <br /> Aesthetics <br /> Impact CE-1 : Cumulative Impact on Aesthetic Resources <br /> (Less than Cumulatively Considerable) <br /> At present,the visual character of the project site is generally that of agricultural <br /> uses. Several existing quarries and one proposed quarry are located to the south <br /> and west of the site, and the Project would result in the introduction of an <br /> DeSilva Gates Quarry Project <br /> Draft Environmental Impact Report 5-3 <br /> J85 05105.05 <br /> r <br />
