Maximum mining depths"must be clatif*d. Instead of a °maximum depth of
approximately 175-feet(approxiMately 15 feet ALythe pian needs to read"not
to exceed 175 feet (15 feet' MSL)." The engineering drawings are also in conflict
with the text. The cross sections indicate that the maximum depth below grade for
all of the pits is less than 165 feet not 175 feet. The cross sections reference
elevations to "Datum Elevation" but do not define Datum Elevation on the
engineered drawings. The text references "AMSL" which could be assumed to
mean Average Mean Sea Level, but this is also not defined. Both of these terms
need to be defined, Datum Elevation on the engineered drawings and AMSL in the
text.
3. The final configuration of the south pit is not clear. In paragraph 3 of section 4.14,
page 9 of the Operations Description the proponent states "the South Pit is
expected to be returned to its pre-mining elevation"but sheet number 4 of 7 of the
Phasing Plan and Figure 14 (Reclamation Sequencing Concept) clearly indicates a
pit remaining after operations that has 1.5:1 pit slopes and a depth of 90 feet below
grade. The reclamation plan must be clarified regarding the backfilling of the South
Pit.
4. Concurrent phasing of the project is not clear_ Section 4.2 on page 4 of the
Operations description, indicates that "Concurrent reclamation would begin to be
implemented with mining after completion of each phase"but in several sections of
_ the reclamation plan it clearly indicates that Phase 1 (South Pit) would be retained
as a dewatering pit until the end of operations for the entire project. The text of the
reclamation plan also describes concurrent reclamation during mining with
replacement of topsoil but does not mention plantings. The end use is designated
as agriculture but the phasing plan does not describe final planting of an agricultural
crop. There is also no mention regarding the duration of each mining phase and
their associated stages. The reclamation plan must provide a time schedule for
