28-30 foot paved width including 2-3 foot paved shoulders. The existing roadway cross section within
this segment would also be considered nonstandard based on the current County rural road standard of 32-
foot paved width.
BRIDGE/STRUCTURE CROSSINGS
Bird Road currently crosses over the California Aqueduct via an approximately 32-foot wide (barrier to
barrier) bridge located approximately midway between the Blewett Road and SR-132 intersections.
Though it was beyond the scope of this study to determine if the bridge is currently structurally sound,the
existing bridge width should be sufficient to accommodate current and future traffic. As previously
noted, Bird Road north of Blewett Road was improved within the last 10-years to a two-lane, 40-foot
wide paved roadway (two 16-foot travel lanes with 4-foot shoulders). The Bird Road approaches to the
bridge over the California Aqueduct were, however, tapered to transition the improvements to match the
existing bridge width.
Blewett Road currently crosses over the Delta Mendota Canal just to the west of the Koster Road
intersection. Blewett Road currently has a 20-22'paved width at this location. The Delta Mendota Canal
is piped under Blewett Road via box culverts that extend for approximately 170 feet providing sufficient
clear width for any roadway improvements without impacting the structures. Blewett Road currently
crosses over I-5 via an approximately 32-foot wide (barrier to barrier) structure located approximately
midway between the Bird Road and Koster Road intersections. Similar in width to the Bird Road bridge
over the California Aqueduct, the existing structure width should be sufficient to accommodate current
and future traffic. Blewett Road currently crosses over the California Aqueduct via an approximately 32-
foot wide (barrier to barrier) bridge located just to the west I-5. Similar in width to the Bird Road bridge
over the California Aqueduct, the existing bridge width should be sufficient to accommodate current and
future traffic.
IMPACTS AND MITIGATION MEASURES
i_
THRESHOLDS OF SIGNIFICANCE
V Based on the State CEQA Guidelines, San Joaquin County General Plan policies, San Joaquin County
Community Development Department thresholds and standard professional practice, the following
thresholds for significant impacts were identified. The proposed project would result in a significant
impact on transportation and circulation if it would:
■ generate significant traffic volumes and/or make a significant contribution to an existing
circulation problem;
■ substantially increase the use of roads by transporting construction materials and crews to the
work area;
■ substantially increase the traffic delay experienced by drivers;
■ substantially alter present patterns of circulation or movement; or
Specifically,this project would have a significant impact on traffic if it would:
y„ ■ change the level of service of a county roadway segment or intersection from an acceptable
level(LOS C)to an unacceptable level (LOS D or worse),
2nd Draft DeSilva Gates Quarry Traffic&Circulation Analysis 49 October 2005
Jones&Stokes (R905TIS001/25-4000-02)
r
