■ change the level of service on a state highway from an acceptable level(LOS D)to an <br /> unacceptable level(LOS E or worse),or <br /> ■ exacerbate conditions on a roadway or at an intersection that currently operates at an <br /> unacceptable level of service. _ <br /> TRANSPORTATION AND CIRCULATION IMPACTS — YEAR 2007 PLUS PROJECT <br /> CONDITIONS _ <br /> Impact 1 -Increase in Peak Hour Traffic Volumes on SR 132 East of I-5 <br /> The existing two-lane segment of SR-132 to the east of I-5 currently experiences Level of Service (LOS) <br /> "F" during the AM and PM peak hours and is projected to continue at this level through the year 2007 <br /> base and year 2007 plus project traffic conditions. The project is projected to contribute two (2) vehicle — <br /> trips to this segment of SR-132 during the AM peak hour and zero (0) vehicle trips during the PM peak <br /> hour. As such, the project would not be expected to exacerbate peak hour conditions on SR-132 and the <br /> project's impacts would be less than significant. <br /> Impact 2—Structural Damage to Existing County Roadways <br /> All project truck traffic would use Koster Road between the project's quarry entrance south to Blewett <br /> Road, Blewett Road between Koster Road and Bird Road, and Bird Road between Blewett Road and SR- <br /> 132. Based on the existing condition of Bird Road from south of Blewett Road north to SR-132 and <br /> based on the calculated year 2007 base condition T.I. values, the project would result in less than — <br /> significant impacts on Bird Road. Conversely, based on the existing condition of Koster Road from the <br /> project's entrance south to Blewett Road and on segments of Blewett Road between Koster Road and <br /> Bird Road, and based on the calculated year 2007 base condition T.I. values, the project would result in <br /> significant impacts which can be reduced to less than significant with mitigations. <br /> Mitigation Measure 2 _ <br /> Reconstruct Koster Road from the project's entrance south to Blewett Road to provide a 32-foot paved <br /> roadway surface with 50 feet of right of way according to the County's typical rural road sections. The <br /> County's"Road Inventory"indicates that Koster Road is built on six-inches of base material that has been — <br /> sealed over the years. Though the actual structural section is unknown at this time the existing structural <br /> section should be based, as a minimum, on a TI value of 9.0. T.I. values of 9.0 were also calculated for <br /> year 2007 base conditions and year 2007 plus project conditions. — <br /> Reconstruct Blewett Road segments that are less than the County's Waal road standard between Koster <br /> Road and Bird Road to provide a 32-foot paved roadway surface with 50 feet of right of way according to — <br /> the County's typical rural road sections. The County's "Road Inventory" indicates that Blewett Road is <br /> built on six-inches of base material that has been sealed over the years. Though the actual structural <br /> section is unknown at this time the existing structural section should be based, as a minimum, on a TI — <br /> value of 9.0. A T.I. value of 9.5 was calculated for year 2007 base conditions and a T.I. value of 10.0 was <br /> calculated for year 2007 plus project conditions. <br /> The recommended mitigations are those needed not only to mitigate the project's impacts but also to <br /> correct existing and year 2007 base roadway deficiencies.
