TRANSPORTATION AND CIRCULATION IMPACTS — YEAR 2027 BASE <br /> CONDITIONS <br /> Impact 3A—Change in Level of Service on SR 132 between the I-580 and I-5 Interchanges <br /> The SR-132/13ird Road interchange and associated highway improvements along SR-132 were assumed <br /> ` to be constructed and in place for the year 2007 base and year 2007 plus project traffic conditions. The <br /> year 2027 base conditions weave section, ramp junction and mainline peak hour analysis identified <br /> projected Levels of Service with a four-lane freeway between the I-580 and I-5 interchanges that would <br /> L be worse than acceptable Level of Service standards. This is a significant impact which can be reduced to <br /> less than significant with mitigations. <br /> �. Mitigation Measure 3A <br /> Caltrans Concept Facility for SR-132 is a four-lane freeway from I-580 to just past the I-5 junction and <br /> the Ultimate Transportation Corridor(UTC) within this segment is for a six-lane freeway. An evaluation <br /> prepared in support of the separate SR-132/13ird Road Interchange Project concluded that a six-lane <br /> freeway section on SR-132 within these limits (consistent with the UTC) would provide the capacity <br /> .. needed for acceptable traffic operations through the year 2027. The separate interchange project does not, <br /> however, include the construction of a six-lane freeway between the I-580 and I-5 interchanges. A shorter <br /> term traffic operations analysis was also prepared for the SR-132/13ird Road Interchange Project that <br /> indicated that mainline SR-132 between the junctions with I-580 and I-5 would require the six-lane <br /> freeway segment in the year 2017 in order to obtain acceptable Levels of Service. Caltrans has concurred <br /> with this conclusion and approved the use of a 10 year design period for the interchange project. Caltrans <br /> and the County also concurred that the construction of the additional lanes on SR-132 would be included <br /> as part of a future regional project. <br /> Level of Significance After Mitigation: Less-Than-Significant <br /> Impact 3B—Change in Level of Service on SR 132 East of the I-5 Interchange <br /> The year 2027 base conditions mainline peak hour analysis identified projected Levels of Service on the <br /> SR-132 four-lane freeway segment and the two-lane highway segment to the east of the I-5 interchange <br /> that would be worse than acceptable Level of Service standards (unacceptable Levels of Service on the <br /> two lane segment was also identified for existing traffic conditions). This is a significant impact. <br /> Mitigation Measure 3B <br /> The Concept Facility for SR-132 from just past the I-5 junction to Route 99 in the City of Modesto is a <br /> four-lane expressway. The Ultimate Transportation Corridor (UTC) within this same segment is a four- <br /> lane freeway. As this segment of SR-132 was considered outside of the SR-132Bird Road Interchange <br /> Project, no improvements were identified as part of that project. Improvements to SR-132 are identified <br /> as a placeholder in the 2004 SJCOG Regional Transportation Plan (RTP). SR-132 is,however,identified <br /> with an asterisk (*) in the 2004 SJCOG RTP which means it has not been funded through construction. <br /> Even with the improvement of SR-132 to a four-lane freeway standard, mainline operations in the <br /> westbound direction during the AM peak hour and in the eastbound direction during the PM peak hour <br /> are projected to be at LOS"E". To achieve acceptable Levels of Service would require construction of a <br /> y, six-lane freeway which exceeds Caltrans UTC concept and improvements currently being considered for <br /> SR-132.
