This is a significant impact which can be reduced to less than significant with mitigations. <br /> Mitigation Measure 6A <br /> L <br /> The mitigation measure identified for the year 2027 base conditions (Mitigation 3A incorporated by <br /> reference)would be sufficient to also mitigate project impacts. <br /> Level of Significance After Mitigation: Less-Than-Significant <br /> L Impact 6B—Change in Level of Service on SR 132 East of the 1-5 Interchange <br /> The year 2027 base conditions mainline peak hour analysis identified projected Levels of Service on the <br /> SR-132 four-lane freeway segment and the two-lane highway segment to the east of the I-5 interchange <br /> that would be worse than acceptable Level of Service standards (unacceptable Levels of Service on the <br /> two lane segment was also identified for existing traffic conditions). With the project, these conditions <br /> would still exist. This is a significant impact. <br /> a. <br /> Mitigation Measure 6B <br /> To mitigate year 2027 base conditions required construction of a six-lane freeway which exceeds Caltrans <br /> UTC concept and improvements currently being considered for SR-132 and impacts on SR-132 would <br /> not be reduced to less-than-significant levels. This conclusion would also be the same for the year 2027 <br /> a plus project condition. The project would contribute 0.2% of the projected growth in traffic volumes <br /> between existing conditions and the year 2027 along this segment of SR-132. <br /> Level of Significance After Mitigation: Significant <br /> Impact 7—Traffic Signal Warranted at the Bird Road/SR-132 Eastbound Ramps Intersection <br /> The year 2027 plus project conditions operational analysis indicated that the SR-132 eastbound <br /> ramps/Bird Road intersection geometries will provide sufficient capacity at acceptable Levels of Service. <br /> The traffic study prepared in support of the interchange project, however, identified that a traffic signal <br /> would be warranted by the year 2027 at this intersection. This is a less-than-significant impact with <br /> mitigation. <br /> Mitigation Measure 7 <br /> The installation of a traffic signal at the Bird Road/SR-132 eastbound ramps intersection is not warranted <br /> when the interchange is first constructed and open for use, and is not projected to be warranted for at least <br /> 15-20 years. As such, the traffic signal will not be installed as part of the interchange project but would be <br /> installed when traffic or safety warrants its' installation.
