The CEQA guidelines of other California air districts also contain additional <br /> feasible mitigation measures for fugitive dust that are routinely required in EIRs. <br /> These include the Bay Area Air Quality Management District(BAAQMD 1999, _ <br /> pp. 12-14),20 the Ventura County Air Pollution Control District(VCAPCD 1989, <br /> pp. 7-2 to 74),21 the San Luis Obispo County Air Pollution Control District <br /> (SLOCAPCD 2003, Sec. 6.3.1), the Sacramento Metropolitan Air Quality — <br /> Management District(SMAQMD 1994, pp. 10, 20), the Santa Barbara County Air <br /> Pollution Control District(SBCAPCD 1998, pp. 16-18),22 Butte County Air Quality <br /> Management District(BCAQMD 1997),?3 the Yolo-Solano Air Quality Management <br /> District (YSAQMD 1996, Appx. D),24 the Monterey Bay Unified Air Pollution <br /> Control District(MBUAPCD 2002), and the South Coast Air Quality Management B-25 <br /> — <br /> District (SCAQMD 1993, pp. 11-3, 114, 11-13 to 11-15). All of these measures should cont. <br /> be discussed in a revised Draft E11R. These agency guidelines are feasible and <br /> therefore should be considered for adoption here under CEQA Guidelines <br /> §§ 15126.4, 15091. Examples of such feasible mitigation measures are listed below: <br /> — For backfilling during earthmoving operations, water backfill material or <br /> apply dust palliative to maintain material moisture or to form crust when <br /> not actively handling; cover or enclose backfill material when not actively <br /> handling; mix backfill soil with water prior to moving; dedicate water <br /> truck or large hose to backfilling equipment and apply water as needed; <br /> water to form crust on soil immediately following backfilling; and empty <br /> loader bucket slowly; minimize drop height from loader bucket.
