r <br /> c. The materials from an excavation shall not be deposited into any water course nor in any way <br /> contribute to the pollution thereof. (Califomia Water Code Section 13376) <br /> d. Open, pump, and backfill the septic tank,seepage pit, or excavation under pemTit and inspection by <br /> the Environmental Health Division. (Development Title Sections 9-1110.3 and 9-1110.4) <br /> e_ Construction of individual sewage disposal systems under permit and iron by the <br /> Environmental Health Division is required at the time of development. (Development Title Sections <br /> 3.1110.3 and 9-1110.4) <br /> f. Refuse,garbage,and other solid waste material must be stored, removed,and transported to an <br /> approved landfill in accordance with San Joaquin County Ordinance Code Section 5-2400. <br /> g. Demolition of all dilapidated structures and removal of all demolition material from the premises to an <br /> approved landfill site is required in accordance with San Joaquin pp req q Cotarily Ordinance Code Section 5- <br /> 2401. <br /> h. A groundwater monitoring plan shall be submitted to the Environmental Health Division (EHD)for <br /> review and approval. The plan shall address overdraft, perched water,flow patterns,and possible <br /> changes in groundwater quality. EHD will charge for review and permiliting as deemed necessary. <br /> 4. SAN JOAQUIN VALLEY UNIFIED AIR POLLUTION CONTROL DISTRICT <br /> a. EMISSION REDUCTION: The excavator shall implement the following measures during <br /> k construction and operational activities in accordance with the SJVUAPCD Regulation VII and <br /> Fugitive Dust Control Practices: <br /> (1) All excavated and graded material,active areas of excavation,and traffic areas shall be <br /> sufficiently watered to prevent an excessive amount of dust being generated_ <br /> (2) All clearing,grading,earth moving,and excavation activities shall cease during periods of high <br /> winds(greater than 20 mph averaged over one hour). <br /> (3) A]I material transported off the site shall either be sufficiently watered orsecurely covered to <br /> prevent an excessive amount of dust being generated. <br /> (4) Weed control shall be maintained by mowing instead of discing,whenever possible. <br /> (5) All inactive portions of the site shall be seeded and watered until vegetation is established or <br /> shall be treated with dust-retarding lignins or aggregate material not readily eroded by the wind_ <br /> (6) On-site vehicle speeds shall be limited to 15 MPH. <br /> (7) The excavator shall use either water or petroleum-based palliative as a dust control measure. <br /> The use of petroleum-based palliative shall meet the road oil requirements of the San Joaquin <br /> Valley Unified Air Pollution Control District's Rule 409.5, 'Cutback Asphalt Paving Materials_" <br /> (8) The portions of Bird Road and Blewett Road adjacent to the excavation area and the entrances <br /> to the processing plant shall be swept whenever there is visible dict in order to remove silt that <br /> may have accumulated from construction or excavating activities. <br /> (9) Gravel strips or wheel washers shall be installed where vehicles eater and exit unpaved roads <br /> onto paved roads. <br /> San Joaquin County QX 96-10SS Company <br /> Community Development <br /> i <br /> i <br />
