COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Jennifer Jolley, 468- <br /> 3161) <br /> a. PROJECT: This approval shall be for a phased 56-year excavation of the 142-acre <br /> site, to a depth of 125 feet as shown on the approved reclamation plan. <br /> b. RECLAMATION PLAN: The Mining and Reclamation Plan shall be prepared by a <br /> registered Civil Engineer, showing drainage, driveway access details, on-site <br /> parking, existing and proposed utility services, grading, and reclamation. Storm <br /> drainage runoff shall be retained on the site. The drainage pattern and <br /> corresponding storm drain improvements shall be shown on the Plan. A plan check <br /> fee as specified by Section 9-240 will be required. The Mining and Reclamation <br /> I Plan shall be prepared in accordance with the reclamation standards developed <br /> pursuant to Surface and Mining Reclamation Act (SMARA) Section 2773(b) and <br /> approved by all agencies with permit authority prior to initiating the use. <br /> I c. STOCKPILING: No stockpiled soil or material shall be placed closer than <br /> twenty-five (25) feet to a property boundary. (Development Title Section 9- <br /> 1415.3[b]) <br /> (1) The topsoil shall be set aside, and upon completion of an excavation, the topsoil <br /> shall be replaced and the site leveled in conformance with the excavation <br /> permit. (Development Title Section 9-1415.3[g]) <br /> ► (2) The reclamation plan shall be modified to specifically require segregation (into <br /> stockpiles) of the A- and B-horizons of the existing soils shall be reserved to <br /> serve as the uppermost layer of soil in areas of the project site to be <br /> revegetated. The applicant shall maintain a master map of stockpiled soils, <br /> identifying the location and quantities of the segregated soils. <br /> { (3) As an alternative to stockpiling topsoils, this requirement may be waived if a <br /> i soils report indicates that replacement of the topsoil will not enhance the <br /> agricultural suitability of the property (Development Title Section 9-1415.3[g]) <br /> d. PRIVATE ROADS: All private roads involved in an excavation shall be maintained <br /> so as to control the creation of dust. The first one hundred (100) feet of any private <br /> road on the property which intersects with a publicly maintained road shall be <br /> surfaced in a manner approved by the Director.
