A proposed Zone Reclassification would change the designation of the three parcels <br /> from AG-40 (General Agriculture) to I-W (industrial Warehouse) <br /> The parcels are located on the east side of Koster Road, 2100' south of Blewett Road, in <br /> the rural unincorporated area southeast of Tracy. <br /> The Community Development Department has reviewed the proposed General Plan <br /> Amendment/Zone Reclassification Pre-Application and offer the following comments: <br /> TEXT AMENDMENT (Vol. I, Page IV-32(C)) <br /> The Public Works Department has indicated that it would not support designating <br /> Limited Industrial properties on a local commercial/industrial classified roadway. <br /> TEXT AMENDMENT (Vol. 1, Page IV-32(D)) <br /> The proposed text amendment would be inconsistent with the following General Plan <br /> Policies. If the applicant chooses to proceed with this Text Amendment, the following <br /> policies would also need to be modified <br /> Infrastructure Services (Volume 1, Community Development, pp. IV-63,67) <br /> • Water Supply-- minimum requirements for industrial areas outside of <br /> communities are: public water system serving the entire planned areas. <br /> (System may be private if only one parcel is involved.) Individual wells may be <br /> permitted in the Truck Terminals designation. <br /> • Stormwater Drainage —minimum requirements for industrial areas outside <br /> communities are: public drainage system serving the entire planned area. <br /> (System may be private if only one parcel is involved.) On-site drainage may be <br /> permitted in the Truck Terminals designation. <br /> The Environmental Health Department has indicated that it would not support the <br /> exemption of public services for I-W zoned areas. <br /> MAP AMENDMENT <br /> If the applicant chooses to submit a full application for a Genera[ Plan Map Amendment, <br /> a Zone Reclassification should be filed concurrently with the General Plan Map <br /> Amendment application in order for the zone district to remain consistent with the <br /> General Plan. To approve a General Plan Map Amendment, the Board of Supervisors <br /> must make the following determination: <br /> • The internal consistency of the General Plan is maintained in the adoption of the <br /> Amendment. <br /> The following Key Plan Strategies are relevant to this proposal: <br /> 1.
