w r <br /> Residence <br /> The Community Development Department will recommend that the Planning <br /> Commission deny the residence due to the inability to make Site Approval application <br /> finding No. 5: <br /> The use is compatible with adjoining land uses. <br /> • This finding cannot be made for the proposed residence because the site is <br /> located between two approved quarries. Trucks, noise, dust and vibrations <br /> associated with the quarries are incompatible with the proposed residential <br /> use. <br /> Air Quality <br /> In a letter dated October 17, 2008, the San Joaquin Valley Air Pollution Control District <br /> indicated that the maintenance building and truck parking facility may result in a health <br /> impact on residents within the project. The District also indicated that the impacts from <br /> the adjacent quarries might have a health impact on the residents within this project. <br /> The District indicated that these impacts may not be significant from a CEQA <br /> perspective if the resident is limited to an employee of the project (no family members). <br /> The District is continuing to review this issue. <br /> Traffic <br /> At the time of this writing, the Department of Public Works has not completed its review <br /> of traffic issues. <br /> Initial Stud <br /> The Initial Study cannot be completed until the air quality and traffic issues have been <br /> resolved. <br /> This item is tentatively scheduled for the Planning Commission meeting of November 20, <br /> 2008. If the environmental issues discussed above can be resolved before October 30, <br /> 2008 (which will allow for a 20 posting of the Initial Study), the Community Development <br /> Department will refer this item to the Planning Commission with a recommendation of <br /> approval for the temporary Corporation Yard with the following Conditions: <br /> Site Approval Application No. PA-0800304 was- approved by the Planning <br /> Commission on . The effective date of approval is . This approval will expire on , <br /> which is 18 months from the effective date of approval, unless (1) all Conditions of <br /> Approval have.been complied with, (2) all necessary building permits have been <br /> issued and remain in force, and (3) all necessary permits from other agencies have <br /> been issued and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements <br /> shall be fulfilled prior to the establishment of the use and the issuance of any <br /> building permits.
