Gilton Resource Recovery
Food By-Product / Feed Production Site
Odor Impact Minimization Plan
If objectionable on-site or off-site odors are detected, the operator will implement
the following protocol:
1 . Investigate and determine the likely source of the odor
2. Determine if on-site management practices could remedy the problem and
immediately institute those steps to control and mitigate the odors
3. If only detected on-site, determine whether or not the odor is traveling
beyond the site by patrolling the site perimeter and noting current wind
and weather patterns
4. Determine whether or not the odor is significant enough to warrant
contacting the adjacent neighbors and/or the enforcement agency
II. Complaint Response Protocol
In the event that a complaint regarding odors is received, the Site operator will:
1 . Contact the Site Manager to verify that the Site is indeed the source of the
odor
2. If the odor is detected at the Site, the Site Manager will investigate the
nature of the source of the odor complaint and implement operational
changes to minimize and/or mitigate odors
3. If the odor is not detected at the facility, the Site Manager will investigate
the area surrounding the facility to determine the potential source of the
odor
4. If warranted, the Site Manager will contact and meet with the enforcement
agency and the complainant (if known, and if they choose to participate)
within a reasonable time frame to discuss the nature, character and
potential source of the odor, and discuss operational changes that have
been (or will be) implemented
5. Document the complaint in the "Special Occurrence / Complaint Log",
including the nature of the complaint and the actions taken in response
and those involved in any discussions and follow-up actions
III. Design Considerations for Minimizing Odors
In order to minimize the development of conditions that could lead to odor
problems, the Site will be designed and maintained based on the nature and
quantities of materials to be received and stored, climatological factors, adjacent
land use, grading, and drainage controls.
O/MP
Page 3
2012-126 Attachments Attachment No 3-OIMP 12--06-20.doc
