Noise: Neighbors are concerned about the noise generated from the operations. The nearest residence <br /> is located approximately 470 feet east of the project site. Noise sources emanating from any agricultural <br /> operation, including activities associated with the processing or transportation of crops are exempt from <br /> the noise provisions pursuant to Development Title Section 9-1025.9. <br /> Traffic: Neighbors expressed concerns about the impact of traffic on the surrounding roadways. The <br /> business will operate daily from 6:00 a.m. to 8:00 p.m., employs 4 people, and expects four truck trips per <br /> day. The Department of Public Works determined that the project would not require a traffic study as the <br /> applicant expects a maximum attendance of 40 people per day and therefore generates less than 50 trips <br /> per any one hour, which is the threshold for requiring a traffic study. As a result, the project will have a <br /> less than significant impact on traffic and the surrounding roadways. <br /> Groundwater/Soil Contamination: Neighbors are also concerned with groundwater and soil <br /> contamination generated from the project. The Environmental Health Department indicated impacts to <br /> ground water and soil are less than significant because the facility utilizes paved drying beds to prevent <br /> runoff or intrusion of waste into the soil/groundwater. The drying process is designed to remove moisture <br /> through evaporation. Therefore, the project is not expected to have a significant impact on groundwater <br /> and soil. <br /> Land Use: Neighbors are concerned with the compatibility of the use with the zoning. The property has <br /> a zoning of AG-40 (General Agriculture, 40-acre minimum). This project is not a growth-inducing action <br /> nor in conflict with existing or planned uses as the proposed use type of Agricultural Waste may be <br /> conditionally permitted in the General Agriculture zone subject to an approved Site Approval application. <br /> San Joaquin County PA-1200122/Gilton <br /> Community Development Page 4 <br />
