LARCH ROAD <br /> TRACY, CALIFORNIA <br /> Dear Mr. Saiyed: <br /> Following is our response to your request for a Will Serve Letter for the Community Center at <br /> the above referenced address. <br /> Sewer: <br /> One equivalent consumer unit (ECU) of sewer will beavailablefor the above property <br /> after completion of the construction of the sewer line, which is tentatively estimated to be <br /> completed by the end of 2005 or early 2006 by the City of Tracy. <br /> The assessment district is paying for the construction of the main sewer line with lateral <br /> stubs for future connections to the fronting properties. <br /> Water: <br /> With regards to water, a number of existing properties within the Larch Clover area are <br /> being served for existing land uses under an agreement between the City of Tracy and <br /> the San Joaquin County. At present, the subject property is not served by City water. <br /> This property can only be served by City water if the existing agreement is amended to <br /> serve additional properties and water connection fees are established. With annexation <br /> of the Larch Clover area into the city limits, the City would not have required any <br /> agreement and could have established fees. However, with rejection of annexation the <br /> existing agreement prevails. <br /> In the event the existing water service agreement is successfully amended or a new <br /> agreement is executed, it is the City's intent to allow use of one equivalent consumer <br /> unit of water per property for all Larch Clover area properties included in the assessment <br /> district. <br /> Please note that one ECU of water and sewer is equivalent to the water and sewer needs of <br /> one residential unit. If your development plans for the property for the proposed <br /> religious/community use equal to one ECU, only then the services will be available as <br /> discussed in this letter.
