Once that is completed, staff will then map the area, meet with <br /> LAFCO staff to review the options, and report back to City Council. <br /> There is one additional outstanding issue that cannot be resolved at this time. As a part <br /> of the District formation, the City committed to provide water(One Equivalent Consumer <br /> Unit) upon payment of fees to vacant parcels upon annexation. The failure of the <br /> annexation application and the delay of the construction of the sewer line leaves this <br /> commitment in limbo. To provide water to new users outside the City, the City and <br /> County would have to amend the existing agreement or develop a new agreement. The <br /> County is not currently allowing the use of septic systems in the area. Therefore, even if <br /> City Council were amenable to modifying the previous policy with regard to the provision <br /> of water, there would be no way for two small places of worship that are proposing to <br /> build to proceed with construction. The County will review the potential of allowing <br /> temporary sewer solutions, so this issue may need to be revisited in the future. <br /> RECOMMENDATION <br /> Provide direction for staff to proceed as outlined in the staff report. <br /> Prepared by Bill Reeds, Development and Engineering Services Director <br />
