Photographs of the Site are
attached to this report as Appendix 2. Live Oak viewed the perimeter of the Site
and the exterior of the structures. The interiors of the structures were not
inspected. It was not always possible to inspect the ground surface due to
objects, road surfacing, and vegetation.
The Site consists of almond orchard with a house on its southern side and a
communications tower near its southwest corner. A driveway leads from Lone
Tree Road to the house. A domestic well is located to the northeast of the
house.
An irrigation canal runs along the eastern property line of the Site. An irrigation
well is located near the center of the eastern side of the Site. Minor oil staining
typical of pump maintenance was observed to the soil around the wellhead.
Three plastic fertilizer tanks were observed near the irrigation well.
A pump was observed at the northeast corner of the Site.
At the communications tower building, several hazardous materials warning
signs were posted on the door. One sign stated that the room contains "lead
acid battery systems, corrosive liquids (electrolyte), energized electrical circuits,
and hydrogen gas." A brush pile and pile of cement were observed near the
communications tower enclosure. The communications tower is operated by
American Tower Company, according to Ms. Van Groningen.
Eight pole-mounted transformers were observed on the Site. Several of these
were observed to bear blue stickers indicating that they are free of
polychlorinated biphenyls (PCBs).
To the north and east of the Site are vineyards. To the west, bare land,
orchards, and a rural residence were observed. To the south of the Site was
Lone Tree Road, followed by a field planted with watermelons.
LOGE 1510 3
