5.0 CONCLUSIONS AND RECOMMENDATIONS <br /> § 5.1 From visual observations, there is no significant surface contamination on the subject property. <br /> The date of the last inspection of the property was June 19, 2007. Section 9-905.12 of San Joaquin <br /> County Development Title states"Corrective Action: If the report indicates there are surface and <br /> subsurface contamination, corrective action shall be recommended in the report and concurred with <br /> by Environmental Health prior to the issuance of the building permit." Therefore, it is my <br /> professional opinion that no corrective actions are required on the subject property under strict <br /> interpretation of the Development Title. <br /> The surface soil types over the property consist of three soil classifications, as illustrated on the <br /> USDA Soil Map in Appendix A: Jacktone clay(#180), Madera sandy loam (#193),Manteca fine <br /> sandy loam (#196). The Jacktone soils are silty clays with a higher biological activity than in sandy <br /> soils, and therefore higher decomposition capacity of applied agrichemicals. The soil samples taken <br /> for analyses were obtained from the Madera sandy loam soils complex. However, these soils <br /> appeared to be much heavier than a sandy loam. <br /> Evaluation of each point source potential contamination described, and non-point sources pose a low- <br /> to-insignificant risk to the environment and to human health, in my professional opinion. <br /> High tension power lines traverse the property through the southern half of the property. The <br /> U.S.E.P.A. has stated in the past that adverse effects to human health from high tension power lines <br /> are inconclusive. However, recent discussions within the scientific literature suggest a correlation <br /> between residing under high tension lines and adverse health effects. <br /> The ASTM E-1527-00 Document referenced on Page 2 refers to de minimus environmental <br /> conditions. De minimus conditions generally do not present a material risk to public health or to the <br /> environment and generally would not include an enforcement action if observed by the appropriate <br /> governmental agencies. Household hazardous materials may be considered de minimus concerns if <br /> there has been no spillage or dumping. No benign household materials were observed near the on-site <br /> residential structure, adjacent to Lone Tree Road. <br /> The septic system density is extremely low in the surrounding areas. Consequently, the degree of <br /> nitrate-nitrogen impact from this source can be considered inconsequential. Nitrate impact would be <br /> considerably greater from agricultural production land. <br /> The subject site will continue to be productive farmland, and is surrounded by properties that <br /> engage in production agriculture. Consequences of this land use include: noise, dust, odors, <br /> insects,machinery, crop dusting aircraft, trucks, exhaust and other environmental effects that may <br /> be offensive to some people.
