5.0 CONCLUSIONS AND RECOMMENDATIONS
§ 5.1 From visual observations, there is no significant surface contamination on the subject property.
The date of the last inspection of the property was June 19, 2007. Section 9-905.12 of San Joaquin
County Development Title states"Corrective Action: If the report indicates there are surface and
subsurface contamination, corrective action shall be recommended in the report and concurred with
by Environmental Health prior to the issuance of the building permit." Therefore, it is my
professional opinion that no corrective actions are required on the subject property under strict
interpretation of the Development Title.
The surface soil types over the property consist of three soil classifications, as illustrated on the
USDA Soil Map in Appendix A: Jacktone clay(#180), Madera sandy loam (#193),Manteca fine
sandy loam (#196). The Jacktone soils are silty clays with a higher biological activity than in sandy
soils, and therefore higher decomposition capacity of applied agrichemicals. The soil samples taken
for analyses were obtained from the Madera sandy loam soils complex. However, these soils
appeared to be much heavier than a sandy loam.
Evaluation of each point source potential contamination described, and non-point sources pose a low-
to-insignificant risk to the environment and to human health, in my professional opinion.
High tension power lines traverse the property through the southern half of the property. The
U.S.E.P.A. has stated in the past that adverse effects to human health from high tension power lines
are inconclusive. However, recent discussions within the scientific literature suggest a correlation
between residing under high tension lines and adverse health effects.
The ASTM E-1527-00 Document referenced on Page 2 refers to de minimus environmental
conditions. De minimus conditions generally do not present a material risk to public health or to the
environment and generally would not include an enforcement action if observed by the appropriate
governmental agencies. Household hazardous materials may be considered de minimus concerns if
there has been no spillage or dumping. No benign household materials were observed near the on-site
residential structure, adjacent to Lone Tree Road.
The septic system density is extremely low in the surrounding areas. Consequently, the degree of
nitrate-nitrogen impact from this source can be considered inconsequential. Nitrate impact would be
considerably greater from agricultural production land.
The subject site will continue to be productive farmland, and is surrounded by properties that
engage in production agriculture. Consequences of this land use include: noise, dust, odors,
insects, machinery, crop dusting aircraft, trucks, exhaust and other environmental effects that may
be offensive to some people. It is recommended that bottled water should always be used for
drinking and cooking purposes in agricultural production areas.
§ 5.2 The Appendices, found in Section 7 incorporate all of the applicable information referenced
7eePag
eport.
§ 5.3 9 for signature and stamp. j
Page-8-
Chesney Consulting
