Parking <br /> Development Title Section 9-1015.3 (Table 9-1015.3[b)) requires 2 parking spaces per <br /> 1,000 square feet of building and .67 parking spaces per employee for the Farm <br /> Services use type and requires 1 parking space per 1,000 square feet of building and <br /> .67 parking spaces per employee for the Equipment Sales and Repair- Farm Machinery, <br /> Repair use type . As a result, a total of 8 parking spaces will be required, including one <br /> accessible space, which shall be van accessible. The applicant is proposing to provide <br /> a total of 8 parking spaces which meets the minimum parking requirements. All <br /> permanent parking lots (which include parking spaces, driveways, and maneuvering <br /> areas) must be surfaced and permanently maintained with asphalt concrete or Portland <br /> cement concrete to provide a durable dust free surface. Ingress and egress areas that <br /> connect to a paved road or highway shall also be surfaced and permanently maintained <br /> with asphalt concrete of Portland cement (Development Title Section 9-1015.5[e]). <br /> The guidelines for parking stall dimensions for automobiles are a minimum of twenty (20) <br /> feet long by nine (9) feet wide (Development Title Section 9-1015.5). The handicapped <br /> accessible parking space must be twenty (20)feet long by seventeen (17)feet wide <br /> (nine (9)feet wide parking area and an eight (8)foot wide loading and unloading area) <br /> (Development Title Section 9-1015.5). The dimensions for automobile stalls must be <br /> shown on the Improvement Plan. <br /> Riparian Habitat <br /> Lone Tree Creek abuts a portion of the eastern property line of the project site. <br /> Development Title Section 9-1510.5 states that parallel to any natural bank of a <br /> waterway, a natural open space for riparian habitat and waterway protection shall be <br /> maintained to provide nesting and foraging habitat and the protection of waterway <br /> quality. The minimum width of said open space shall be one-hundred (100)feet, <br /> measured from the mean high water level of the natural bank or fifty (50) feet back from <br /> the existing riparian habitat, whichever is greater. Water-dependent uses may be <br /> permitted in this buffer. The setback must be shown on the Improvement Plan. No new <br /> construction may be permitted in this buffer. <br /> Change of Occupancy <br /> The proposed equipment repair project is a change in use from an agricultural storage <br /> building use to an equipment repair use and requires a Building Permit for a change of <br /> occupancy from a U occupancy to a F-1 occupancy. The proposed farm services office <br /> project is a change in use from an agricultural storage building use to an office use and <br /> requires a Building Permit for a change of occupancy from a U occupancy to an B <br /> occupancy. The Building Permit required as a part of the proposed project must be <br /> prepared by a registered Civil Engineer or licensed Architect. Accessible restrooms and <br /> parking are also required. <br /> The Community Development Department has reviewed the Site Approval application <br /> and responses from other agencies, and providing any outstanding issues have been <br /> resolved, will approve the project subject to the following conditions: <br /> DC MEMO -2- PA-1100021 <br />
