Development Committee -2- <br /> GX-96-4 <br /> a. WRITTEN NOTIFICATION/IMPROVEMENT PLAN: A written <br /> notification of work schedules and an Improvement Plan shall <br /> be provided by the applicant and approved by the County <br /> prior to any grading or excavation. The Improvement Plan <br /> shall reflect all of the adopted Conditions of Approval. <br /> One (1) copy of the Improvement Plan shall be submitted to <br /> the Development Services Division for distribution to the <br /> involved County departments. A plan check fee will be <br /> required. (Development Title Section 9-1410. 3 [j ] ) <br /> b. PERFORMANCE GUARANTEE: To insure that the excavation is <br /> completed in conformance with the approved permit, the <br /> operator shall secure a performance bond or other financial <br /> security sufficient to cover the cost of rehabilitation of <br /> the site for agricultural use. The form of the bond or <br /> other financial security shall be found acceptable by <br /> Community Development Department and County Counsel. The <br /> initial performance guarantee shall cover the entire site. <br /> The performance guarantee for a given phase may be released <br /> after a Certificate of Completion is approved for that <br /> phase. (Development Title Section 9-1410.2 [m] ) <br /> C. PHASING: The project shall be completed in four phases as <br /> shown on the Plan submitted June 10, 1996. The applicant <br /> shall notify the Community Development Department in writing <br /> prior to beginning each new phase. A Certificate of <br /> Compliance is required at the completion of each phase. <br /> Excavation of a phase may begin while a previous phase is <br /> being rehabilitated and certified. However, excavation of <br /> phases 3 and 4 shall not begin until Certificates of <br /> Compliance have been approved for phases 1 and 2 , <br /> respectively. <br /> d. REPLACEMENT OF TOPSOIL: During the excavation of each <br /> phase, the topsoil shall be set aside. Upon completion of <br /> excavation of each phase, the topsoil shall be replaced and <br /> the site leveled in conformance with the approved Grading <br /> Plan. (Development Title Section 9-1410. 3 [g] ) <br /> e. STOCKPILING REQUIRED: Excavated material for each phase <br /> shall be stockpiled on the site and may not be removed from <br /> the site until acceptance of the Certification of Compliance <br /> for each phase by the Director. However, sufficient <br /> material shall be kept on-site to guarantee rehabilitation <br /> in conformance with the Development Title requirements in <br /> the event subsequent phases are not excavated. Excavated <br /> material shall be stockpiled and set back at least twenty- <br /> five (25) feet from any property line or road right-of-way. <br /> (Development Title Sections 9-1410. 3 [g] and [m] ) <br />
