there are no terminal drainage facilities within two hundred (200) feet, and the site conditions of
soil permeability and groundwater level allow a retention basin design to meet San Joaquin
County Improvement Standards.
Wastewater
Development Title Section 9-1105.2(d)(6) states that in non-agricultural zones, septic systems
will only be considered for parcels two (2) acres or more in size, except in areas zoned Rural
Residential, where parcels are one (1) acre or more in size, septic systems will be considered if
the parcels are served by a public water system and public storm drainage system.
Access
Development Title 9-1150.13 states Cul-de-sac streets may be allowed as follows:
Cul-de-sac streets shall have a length not exceeding five hundred (500) feet to one thousand
(1,000) feet varying inversely with the density of the development, and shall serve no more than
twelve (12) lots, except where existing physical conditions make such limitations of length
impractical. The length of the cul-de-sac is measured from the centerline of the intersecting
street to the radius point of the cul-de-sac bulb.
Cul-de-sac streets shall be terminated by an improved turnaround having a right-of-way radius
of fifty (50) feet, in accordance with San Joaquin County Improvement Standards, except where
existing physical conditions make such limitation of radius impractical.
Noise
Development Title Section 9-1025.9 lists the Residential use type as a noise sensitive land use.
Development Title Section 9-1025.9(d) states that the Review Authority shall require the
preparation of an acoustical study in instances where it has been determined that a project may
expose existing or proposed noise sensitive land uses to noise levels exceeding the noise
standards specified in Table 9-1025.9. The 65 dB contour line along State Route 99 is located
704 feet from the side of the road. The proposed Lots #12 -25 will be affected by this noise
restriction. Additionally, the 65db contour line along Lower Sacramento Road is located 97 feet
from the side of the road. Due to the project's close proximity to State Route 99 and Lower
Sacramento Road, if a full application is submitted, an acoustical study will be required. This
study would need to be completed prior to the preparation of an Initial Study.
Street Trees
Development Title Section 9-1020.4 states that the planting of trees along streets is required for
all new residential developments as follows:
• Trees shall be spaced at a maximum of sixty (60) foot intervals or a minimum of three (3)
trees for each lot frontage.
• For corner lots, street trees shall be required on both street frontages. The trees cannot
interfere with sight distances and setbacks.
• Trees shall be five (5) gallons in size.
• Trees shall be located such that at fifteen (15) years of age, the crown will not encroach
across side property lines.
• Trees shall be located a minimum of ten (10) feet from driveways, between four (4) and
ten (10)feet outside the road right-of-way.
2
