Wastewater <br /> Development Title Section 9-1105.2(4)(6) states that in non-agricultural zones, septic <br /> systems will only be considered for parcels two (2) acres or more in size, except in areas <br /> zoned Rural Residential, where parcels are one (1) acre or more in size, septic systems <br /> will be considered if the parcels are served by a public water system and public storm <br /> drainage system. The sewage disposal system shall comply with the on site sewage <br /> standards of San Joaquin County prior to approval. <br /> Noise <br /> Development Title Section 9-1025.9 lists the Residential use type as a noise sensitive <br /> land use. An Environmental Noise Analysis was prepared by Bollard & Brennan, Inc. on <br /> April 24, 2004 and the proposed residences nearest to Lower Sacramento Road will be <br /> exposed to future traffic noise levels which exceed the 65 dB Ldn standard for San <br /> Joaquin County. The following recommended condition of approval will mitigate noise to <br /> acceptable levels. <br /> NOISE ATTENTUATION WALL: A six foot noise attenuation wall made of concrete or masonry <br /> block is required along the western property line of Lots 1 and 37 respecting the right of way of <br /> Lower Sacramento Road and the wall shall be included in the improvement plans. The wall must be <br /> constructed at a minimum distance of 30 feet from the front property line. (Development Title Section <br /> 9-1150.10) <br /> Street Trees and Landscaping <br /> Development Title Section 9-1020.4 states that the planting of trees along streets is <br /> required for all new residential developments as follows: <br /> • Trees shall be spaced at a maximum of sixty (60) foot intervals or a minimum of <br /> three (3) trees for each lot frontage. <br /> • For corner lots, street trees shall be required on both street frontages. The trees <br /> cannot interfere with sight distances and setbacks. <br /> • Trees shall be five (5) gallons in size. <br /> • Trees shall be located such that at fifteen (15) years of age, the crown will not <br /> encroach across side property lines. <br /> • Trees shall be located a minimum of ten (10) feet from driveways, between four <br /> (4) and ten (10) feet outside the road right-of-way. <br /> • Street trees shall be required along street frontages where noise attenuation <br /> walls are required. <br /> • Trees shall be chosen from the County Tree List. <br /> Oak Trees <br /> The site contains a number of valley oak trees as identified in the biological resources <br /> assessment prepared for the project. A native oak tree is defined as a valley oak with a <br /> trunk diameter of six (6) inches to less than thirty-two (32) inches for a single trunk tree, <br /> or a combined trunk diameter of eight (8) inches or greater for a multi-trunk tree <br /> measured at four and one-half (4'/z) feet above the average ground elevation of the tree; <br /> or an interior live oak, California live oak, or blue oak with a trunk diameter of four (4) <br /> inches to less than thirty-two (32) inches for a single trunk tree, or a combined trunk <br /> diameter of six (6) inches or greater for a multi-trunk tree measured at four and one-half <br /> (41/2) feet above the average ground elevation of the tree (Development Title Section 9- <br /> 2 <br />
