V— C. Parking lot lighting shall meet the following minimum standards * (1) The equivalent of one foot candle of illumination shall be provided throughout the parking area. (2) All lighting shall be on a time clock or photo- sensor system. (3) Any outdoor lighting shall be designed to confine direct rays to the premises, with no spillover beyond the project site. d. Signage shall be limited to one monument type sign conforming to Planning Title Section 9-3606 . e. A trash enclosure shall be provided and designated on the Improvement Plan. The enclosure shall be designed to accommodate all trash receptacles, constructed on three sides with a solid wall, and gated on the fourth side. The location shall be shown on the Improvement Plan. f . All improvements shall be shown on the Improvement Plan. The construction of on-site improvements shall conform to the approved Improvement Plan. g. One copy of the Improvement Plan must be submitted to the Development Services Division for distribution to the involved County departments. A Plan Check fee will be required. h. A six-foot-high decorative wall or solid fence with a solid evergreen screen in a three-foot-wide planter shall be required along the northern property line adjacent to the parking lot. The installation of the wall or fence may be deferred, at the option of the Director of the Community Development Department, upon the execution of a Deferment Agreement with the County. Details of the fence shall be included on the Improvement Plan. i . The farm produce advertising signs shall be removed from the parcel. j . Protective six-inch-high concrete curbs or standard concrete wheel stops shall be required where landscaped areas abut parking stalls or driveways .
