n. All utilities shall be underground except power transmission facilities of 35 KV or greater. <br /> Public utility easements shall be provided along the road frontage of the subdivision and <br /> as required by the public utility companies. (Development Title Section 9-1155.2) <br /> o. The subdivider shat agree to and shall pay service fees for the County-provided utility <br /> services in an amount equal to the estimated fees for the period from the time the <br /> improvements are accepted until the effective date of assessment on the tax roll. Deposit <br /> of fees shall be submitted at the time of acceptance of the facilities by the County. <br /> (Subdivision Map Act Section 66493) <br /> p. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control <br /> Devices and San Joaquin County Standards, and they shall be shown on the <br /> improvement plans. (Development Title Section 9-1150.2) <br /> q. Access rights shall be dedicated and restricted for Lots 15 and 16 along the frontage of <br /> North State Route 99 Frontage Road (east). (Development Title Section 9-1150.5) <br /> r. Tudor Rose Glen, which is stubbed for future extension in Phase II, will require a <br /> temporary turnaround. Provisions shall be made for removal of the temporary tumardund <br /> upon demand by the County, including security to ensure is removal. Adjacent pioperty <br /> owners shall be given notice of the temporary nature of the turnaround and the provisions <br /> for removal in the future. (Development Title Section 9-1150.2) <br /> S. Water meters shall be installed on all water services. (Board of Supervisors Order 8-91- <br /> 650) <br /> t. An Offer of Dedication of groundwater rights is required. <br /> 3. PUBLIC HEALTH SERVICES: <br /> a. A soil suitability study as required by Section 10100 of the San Joaquin County <br /> Development Code must be performed prior to recordation of the Final Map to indicate <br /> that the area is suitable for septic tank usage (San Joaquin County Planning Title Section <br /> 10100). A nitrate loading study and a percolation test on each lot is required as part of <br /> this suitability study. <br /> b. Test the well at the homesite for nitrates as part of the suitability study. <br /> C. A sewage disposal area as indicated by the septic tank suitability study and/or <br /> percolation tests must be shown for each parcel on the final subdivision improvement <br /> plans. <br /> d. Construct individual sewage disposal systems under a permit and inspection by the <br /> Environmental Health Division at the time of development (Ordinance Code Section 5- <br /> 3003). Existing standards require a dual system to be installed. <br /> e. Connection to an approved public water supply system is required. A test well will be <br /> required to meet the following: <br /> (1) Water quality tested to meet Title 22, CCR (Safe Drinking Water Act) <br /> requirements. <br /> Conditions of Approval -18- SU-91-12 <br />
