EI Dorado Street, Stockton, CA 95202, (209) 937-8266 <br /> Subject: City Community Development Department Response to San Joaquin County <br /> Referral PA 0700359 (GP) and PA-0700571 (ZR) <br /> Project Description: An application for a General Plan Map Amendment to amend a 16.26-acre <br /> parcel from 11T (Truck Terminal) to C/FS (Commercial Freeway Service) and an <br /> application for a Zone Reclassification to reclassify a 16.26-acre parcel that is zoned <br /> I/T to C/F'S. <br /> Stockton General Plan Designation: <br /> Recommendation: Denial. This replaces the earlier correspondence on this case dated January 9, <br /> 2008. The Planning Division has reviewed the referral for a San Joaquin County General Plan <br /> Amendment to amend a 16.26-acre parcel from I/T.(Truck Terminal)to C/FS (Commercial Freeway <br /> Service) and a Zone Reclassification to reclassify a 16.26-acre parcel from 1/T (Truck Terminal) to <br /> C/FS(Commercial Freeway Service),for property located atthe northwest comer of Eight Mile Road <br /> and State Route 99 West Frontage Road (APN 059-140-37; 10967 North State Route 99 West <br /> Frontage Road), and recommends that it be denied. The project is inconsistent with applicable <br /> goals, policies and land use diagram of the recently-adopted 2035 General Plan,which designates <br /> the property for development within a planned village. The proposal to develop an independent, <br /> freeway-oriented commercial use would impede comprehensive planning for the area that includes <br /> this parcel as described in the General Plan for the area designated Village "G". Finally, the <br /> Negative Declaration for the project as proposed appears to be inappropriate, due to potentially <br /> significant traffic/circulation and service/utility impacts. Please provide copies of the proposed Initial <br /> Study and proposed Negative Declaration to the City's Planning Division at your earliest possible <br /> convenience. <br /> Thank you for the opportunity to comment on this application. <br /> BARBARA C.
