(1) All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently maintained with base material of appropriate depth of asphalt concrete or Portland cement concrete to provide a durable, dust free surface. Bumper guards shall be provided when necessary to protect adjacent structures or properties.(Development Title Section 9-1015.5) (2) A minimum total of 263 parking spaces shall be provided, including seven (7) handicapped accessible spaces and one (1) van accessible space. Phase I shall be required to provide 103 parking spaces, including five (5) handicapped accessible spaces and one (1) van accessible space. Phase II shall be required to provide 163 parking spaces, including two (2) handicapped accessible spaces. (Development Title Section 9-1015.3) (3) One bicycle parking rack or storage device is required for every 20 parking spaces. (Development Title Section 9-1015.7) (4) The parking area shall be landscaped as specified in Section 9-1020.5 of the Development Title. The parking area shall be provided with a minimum of five percent (5%) of landscaping within the perimeter of the parking area, not including landscaping along the street frontage. Fifty-three (53) trees shall be planted, evenly spaced throughout the parking lot. One tree is required for every five (5) parking spaces. (Development Title Section 9-1020.5) (5) A five-foot landscape strip shall be installed in the areas adjacent to the walls and the parking areas. (Development Title Section 9-1020.5[e]) d. LIGHTING: Lighting shall be provided and comply with the following: (1) If the parking area is to be used at night, parking lot and security lighting shall be installed. (Development Title Section 9-1015.5[g]) (2) Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the property lines shall be permitted except onto public thoroughfares, provided, however, that such light shall not cause a hazard to motorists. (Development Title Section 9-1015.5[g][4]) e. LANDSCAPING: Landscaping shall be provided and comply with the following: (1) A minimum ten (10) foot wide landscaped strip, respecting the ultimate right-of- way widths of State Route 99 East Frontage Road and Cora Post Road, shall be installed across the frontages of the project site. (2) All areas not used for buildings, parking, driveways, walkways, approved outdoor storage areas, or other permanent facilities shall be landscaped.
