h) If 1,320 gallons or more of petroleum is to be stored aboveground then a Spill Prevention, <br /> Countermeasures and Control(SPCC)Plan is required. If any amount of petroleum is to be stored <br /> in a below grade vault, an SPCC plan is required. <br /> i) California Accidental Release Prevention (CalARP) Program: <br /> According to the California Code of Regulations (CCR), Title 19, Section 2745.11 for a Covered <br /> Process Modification: <br /> 1. When an owner or operator intends to make a modification to a stationary source relating <br /> to a covered process and the modification may result in a significant increase in either: <br /> the amount of regulated substances handled at the stationary source as compared to the <br /> amount of regulated substances identified in the stationary source's RMP, or the risk of <br /> handling a regulated substance as compared to the amount of risk identified in the <br /> stationary source's RMP, then the owner or operator shall do all of the following: <br /> i. Where reasonably possible, notify our department(administering agency) in writing of <br /> the owner or operator's intent to modify the stationary source at least five calendar <br /> days before implementing any modifications. As part of the notification process, the <br /> owner or operator shall consult with our department(administering agency)when <br /> determining whether the RMP should be reviewed and revised. Where <br /> prenotification is not reasonably possible, the owner or operator shall provide written <br /> notice to our department(administering agency)no later than 48 hours following the <br /> modification. <br /> ii. Establish procedures to manage the proposed modification, which shall be <br /> substantially similar to the procedures specified in Sections 2760.6 and 2760.7 <br /> (Management of Change, Pre-Startup Safety Review), and notify our department <br /> (administering agency)that the procedures have been established. <br /> 2. The owner or operator of the stationary source shall revise the appropriate documents, <br /> as required pursuant to section (a), expeditiously, but not later than 60 days from the date <br /> of the stationary source modification. <br /> Also according to CCR,Title 19, Section 2745.12 for Certificate of Occupancy: <br /> New or modified stationary sources shall comply with Section 65850.2(b)of the Government <br /> Code prior to the issuance of a certificate of occupancy. <br /> 4) LATHROP-MANTECA FIRE DISTRICT(Staff contact: Steven Pickerill, (209)941-5100) <br /> a) The project shall conform to the appropriate edition of the California Fire Code (currently the 2016 <br /> edition)and all related standards. <br /> b) Permits shall be obtained from the fire code official. Permit(s) and fees, shall be paid prior to <br /> issuance of any and/or all permits. Issued permits shall be kept on the premises designated therein <br /> at all times and shall be readily available for inspection by the fire code official. <br /> c) Fire Department Development Fees for all new buildings must be paid prior to work commencing. <br /> d) Approved automatic sprinkler systems shall be provided as required in 2016 California Fire Code <br /> §903.2. Tenant/Occupant/Owner shall have the responsibility to ensure that the correct fire <br /> suppression system is added/modified/tested and accepted by the (AHJ) Fire District. Fire <br /> suppression system plans shall be modified under separate fire permit and shall be submitted by a <br /> licensed contractor, to the (AHJ) Fire District for review and approval prior to <br />
