SCANNED <br /> are true: (a) The proposed zone district is consistent with the General Plan, any <br /> applicable Master Plan, and any applicable Specific Plan, and (b) the proposed <br /> zone district is reasonable and beneficial at the time (Development Title Section <br /> 9-812.4). If both applications are approved, the applicant will then submit a <br /> discretionary Use Permit application for a truck terminal (Use Type: Truck Sales <br /> and Service-Terminal) and a construction services business (Use Type: <br /> Construction Services-Light or Construction Services-Heavy). The Use Type <br /> Truck Sales and Services-Terminal may be conditionally permitted in the I-T <br /> zone with an approved Use Permit application (Development Title Section 9- <br /> 505.2). <br /> General Plan Policies w <br /> Volume 1 Policy 2. (c) Truck Terminals (pg. IV-33 and 34): <br /> 1. Function: Provide a location in areas outside of urban communities in <br /> close proximity to freeways to transfer goods from large freight trucks to <br /> smaller trucks for local distribution or to consolidate small loads to large <br /> freight trucks for delivery to distant locations, and for the hauling and <br /> storage of uncontainerized materials. <br /> I <br /> • This project is outside of the urban boundary of both Lodi and <br /> Stockton. It is less than one mile to a freeway interchange. The <br /> project lies within the 65 dB Ldn noise contour for State Route 99. <br /> There will be agricultural land for a noise buffer on three sides and <br /> State Route 99 on the east. <br /> 2. Typical Uses: Truck terminals. Terminal facilities include a loading dock; <br /> yard/apron for maneuvering; and space for parking tractors, trailers, and <br /> employee vehicles. Terminal facilities may include office space, repair and <br /> maintenance facilities, refueling facilities, storage facilities, containers for <br /> unpackaged materials, and railroad sidings. <br /> • The proposed underlying project will include a loading dock, a yard <br /> for maneuvering, space for parking tractors, trailers, and employee <br /> vehicles, two offices, and repair and maintenance.facilities. <br /> 3. Development and Locational Criteria. Truck terminals shall: <br /> A. Be considered for designation on the General Plan 2010 Map only <br /> when a specific development proposal has been submitted; <br /> 2 <br />
