• A specific development proposal for a truck terminal and a <br /> construction services business was included with the application. <br /> An approved Use Permit application for the underlying project will <br /> be required if the General Plan Amendment and Zone <br /> Reclassification applications are approved. <br /> B. Be outside of the path of urban development for the planning period of <br /> the General Plan; <br /> • The project is outside the Spheres of Influence of both Lodi and <br /> Stockton. There are no residential or commercially zoned parcels in <br /> the area. The project area is not within an area designated as part <br /> of a General Plan 2010 Community. <br /> C. Be located on a Minor Arterial or higher classification roadway or <br /> frontage road which is within one road mile of a freeway interchange; <br /> • The project is located on the frontage road along the west side of <br /> State Route 99 and is less than one mile to a freeway interchange. <br /> D. Provide for acceleration and deceleration lanes or other traffic control <br /> devices determined to be necessary by Public Works; <br /> E. Be developed so that all truck activities are conducted within the <br /> confines of the terminal property with screening from adjacent property; <br /> F. Provide screening, landscaping, and buffers to the road and adjacent <br /> land uses; <br /> G. Be developed so there is adequate room to allow for easy <br /> maneuvering of trucks in and out of the terminal and in and out of the <br /> docks, and for parking both of the trucks and employee vehicles; and <br /> • Criteria D, E F, and G will be incorporated as Conditions of <br /> Approval of the Use Permit when the application for the underlying <br /> project is submitted. <br /> H. Not be adjacent to residential, commercial (other than freeway service <br /> areas), or Resource Conservation areas that are designated on the <br /> County General Plan Map. <br /> 3 <br />
