All parking spaces, driveways, and maneuvering areas shall <br /> be surfaced and permanently maintained with base material of <br /> appropriate depth and asphalt concrete, or Portland cement <br /> concrete to provide a durable, dust free surface. Bumper <br /> guards shall be provided when necessary to protect adjacent <br /> structures or properties. (Development Title Section 9- <br /> 1015. 5) <br /> e. The site plan shall include circulation plans for <br /> automobiles dropping off materials and for trucks picking up <br /> materials. <br /> f. The facility shall be closed from 5 : 00 pm to 8 : 00 am every <br /> night. <br /> g. A minimum ten (10) foot wide landscaped strip, respecting <br /> the ultimate right-of-way width of State Route 99 , Lathrop <br /> Road and State Route 99 East Frontage Road, shall be <br /> installed across the frontage of the project site prior to <br /> issuance of the Certificate of Occupancy. The strips shall <br /> be continuous except where crossed by driveways and <br /> walkways . Ali areas not used for buildings, parking, <br /> driveways, walkways, or other permanent facilities shall be <br /> landscaped. Landscaping shall be water efficient and shall <br /> comply with the requirements of Sections 9-1020 . 8 and 9- <br /> 1020. 6 of the Development Title. Areas which are not part <br /> of the project shall be barricaded from traffic. <br /> h. All storage materials and related activities shall be <br /> screened so as not to be visible from adjacent properties <br /> and public rights-of-way. Screening shall be six (6) to <br /> seven (7) feet in height. Outside storage is not permitted <br /> in front yards, street side yards, or in front of main <br /> buildings . (Development Title Section 9-1022 . 4 [d] ) <br /> i . Submit a Site Plan prepared by a registered civil engineer <br /> showing drainage, driveway access details , on-site parking, <br /> landscaping, signs, driveway gates, existing and proposed <br /> utility services, and grading. Storm drainage run-off shall <br /> be retained on-site. The drainage pattern and corresponding <br /> storm drain improvements shall be shown on the Improvement <br /> Plan.
