MONITORING AND R4fORTING PROGRAM NO. 5-01-057 7 <br /> WOODBRIDGE PARTNERS INC. <br /> VICTOR FINE FOODS FACILITY <br /> FOR CLOSURE OF SURFACE IMPOUNDMENTS AND INJECTION WELL <br /> SAN JOAQUIN COUNTY <br /> a. Calculation in accordance with a approved statistical method pursuant to Title 27, Section <br /> 20415; or <br /> b. Calculation by a method acceptable to the Executive Officer in accordance with Title 27 <br /> Section 20415; or <br /> c. The constituent's MDL, in cases where less than 10 percent of the background samples <br /> exceed the constituent's MDL; or <br /> d. A concentration limit greater than background, as approved by the Board for use during or <br /> after corrective action. <br /> 3. Monitoring Points <br /> These WDRs require the discharger to establish an evaluation monitoring system sufficient <br /> to assess the horizontal and vertical extent of polluted groundwater and to design a <br /> corrective action program. Evaluation monitoring will require the installation of additional <br /> groundwater monitoring points in each of the aquifer zones. These WDR also require the <br /> discharger to establish a Vadose Zone Monitoring program. <br /> 4. Points of Compliance <br /> The point of compliance is a vertical surface located at the hydraulically downgradient limit <br /> of the surface impoundments that extends through the uppermost aquifer underlying the <br /> surface impoundment. The discharger shall propose and install groundwater monitoring <br /> points at the point of compliance. <br /> 5. Compliance Period <br /> The Compliance period is the number of years equal to the active life of the surface <br /> impoundments plus the closure period. Each time the Water Quality Protection Standard is <br /> exceeded(i.e., a release is discovered), the surface impoundment begins a Compliance <br /> Period on the date the Board directs the Dischargers to begin an Evaluation Monitoring <br /> Program. If the Discharger's Corrective Action Program (CAP) has not achieved <br /> compliance with the Water Standard by the scheduled end of the Compliance Period, the <br /> Compliance Period is automatically extended until the facility has been in continuous <br /> compliance for at least three consecutive years. <br /> The Dischargers shall implement the above monitoring program on the effective date of this <br /> Order. <br /> Ordered by: Oicer <br /> Thom R.
