MONITORING AND R4fORTING PROGRAM NO. 5-01-057 7
WOODBRIDGE PARTNERS INC.
VICTOR FINE FOODS FACILITY
FOR CLOSURE OF SURFACE IMPOUNDMENTS AND INJECTION WELL
SAN JOAQUIN COUNTY
a. Calculation in accordance with a approved statistical method pursuant to Title 27, Section
20415; or
b. Calculation by a method acceptable to the Executive Officer in accordance with Title 27
Section 20415; or
c. The constituent's MDL, in cases where less than 10 percent of the background samples
exceed the constituent's MDL; or
d. A concentration limit greater than background, as approved by the Board for use during or
after corrective action.
3. Monitoring Points
These WDRs require the discharger to establish an evaluation monitoring system sufficient
to assess the horizontal and vertical extent of polluted groundwater and to design a
corrective action program. Evaluation monitoring will require the installation of additional
groundwater monitoring points in each of the aquifer zones. These WDR also require the
discharger to establish a Vadose Zone Monitoring program.
4. Points of Compliance
The point of compliance is a vertical surface located at the hydraulically downgradient limit
of the surface impoundments that extends through the uppermost aquifer underlying the
surface impoundment. The discharger shall propose and install groundwater monitoring
points at the point of compliance.
5. Compliance Period
The Compliance period is the number of years equal to the active life of the surface
impoundments plus the closure period. Each time the Water Quality Protection Standard is
exceeded(i.e., a release is discovered), the surface impoundment begins a Compliance
Period on the date the Board directs the Dischargers to begin an Evaluation Monitoring
Program. If the Discharger's Corrective Action Program (CAP) has not achieved
compliance with the Water Standard by the scheduled end of the Compliance Period, the
Compliance Period is automatically extended until the facility has been in continuous
compliance for at least three consecutive years.
The Dischargers shall implement the above monitoring program on the effective date of this
Order.
Ordered by: Oicer
Thom R.
