In the 1975 photo, a new, large structure (Victor Meats) can be seen adjacent to
the Site across Highway 99.
In the 1998 photo, the Site appears to be planted with irrigated pasture or row
crops. A new, large structure (Calva) can be seen adjacent to the north of the
Site. The building cluster to the southwest of the Site is no longer present.
In the 2005 and 2011 photos, the Site appears to be planted with row crops. A
new, large structure (a church) can be seen to the south of the Site. No other
significant changes are apparent.
4.0 SITE INSPECTION
Live Oak inspected the site on November 7, 2014. Photographs of the Site are
attached to this report as Appendix 2. Live Oak viewed the perimeter of the Site
and the exteriors of the structures. The interiors of the structures were not
inspected. It was not always possible to inspect the ground surface due to
pavement and vegetation.
The Site consists of agricultural land with a house accessed from the Frontage
Road. A domestic well is located behind the house. In the backyard of the
house, many planters have been used to grow crops. A 55-gallon drum behind
the house is used to store waste oil from the tenant's vehicle until it can be
transported off-site for recycling, according to Mr. Mathfallu. No staining was
noted near the drum. Two pole-mounted transformers were observed behind the
house.
The agricultural portion of the Site is used by tenant farmers to grow a variety of
crops, according to Mr. Mathfallu. An irrigation well, a small shed, and a shade
structure were observed along the south side of the Site. Mr. Mathfallu indicated
that the shed is used to store seed and packing materials. Two mattresses were
observed along the northern property line. Mr. Mathfallu indicated that the
mattresses are located on the roadway rather than the Site, and that the County
periodically collects this type of dumped material.
To the north of the Site is Winery Road, followed by vineyard and the Calva
facility, which, according to its website, produces calf milk replacers and related
products (www.calvaproducts.com). A large number of drums and an
aboveground storage tank were stored near Winery Road at the Calva facility.
To the west of the Site is a vineyard. To the south are two rural residences, a
cornfield, and a large shop. To the east of the Site is Highway 99, followed by
the former Victor Meats facility; an aboveground storage tank was observed at
the southwest corner of the Victor Meats lot. Just south of the former Victor
Meats is the California Concentrate facility.
LOGE 1416 3
