DTSC's EnviroStor database includes Federal Superfund sites, State response
sites, voluntary cleanup sites, school cleanup sites, corrective action sites, and
permitted hazardous waste facilities.
Live Oak searched both databases on October 1, 2014 for any listed sites within
one-quarter mile of the Site. The subject Site was not listed on either database.
The following facilities were identified within one-quarter mile of the Site:
• Western Oil & Spreading, 19256 N. Highway 99, approximately one-
quarter mile northeast of the subject Site. Based on information obtained
from GeoTracker, it appears that four underground storage tanks were
removed from this facility in 1987. Soil and groundwater contamination
was encountered. The San Joaquin County Environmental Health
Department issued a "no further action" letter in 2011. Based on its status
and distance from the Site, the contamination at this facility is not
anticipated to have impacted the Site.
• Victor Meats, 18846 N. Highway 99, adjacent to 'the east of the subject
Site. GeoTracker lists this facility as a closed LUST case, an open land
disposal case, and a registered UST facility. Live Oak reviewed records
on file for this facility at the San Joaquin County Environmental Health
Department office on October 28, 2014. Based on the information
reviewed, it appears that three underground tanks were removed from the
facility in 2000: a 12,000-gallon fuel tank, an 8,000-gallon fuel tank, and a
550-gallon waste oil tank. Contamination was discovered in the tank
excavation area. In 2005, the San Joaquin County Environmental Health
Department stated that no further action was required related to the
leaking tank case; the Central Valley Regional Water Quality Control
Board (Regional Board) concurred, and the case was closed. However, a
"land disposal site" case remains open in GeoTracker. It appears that
additional contamination is present at this facility in the form of a plume of
salt in the groundwater. A 2010 letter from the Regional Board indicated
that the "salt plume has migrated beyond the furthest perimeter well MW-
2" and that the required monitoring reports have not been submitted
recently. Live Oak could not identify a map of the monitoring well
locations. Because the extent of contamination from Victor Meats could
not be determined during this investigation, it is unknown whether this
facility could have impacted groundwater beneath the subject Site.
7.2 Environmental Health Department Databases
Live Oak reviewed the San Joaquin County Environmental Health Department's
Underground Storage Tank Site Mitigation List, dated June 18, 2014, for
surrounding facilities of concern. The following listed facilities were identified
within one-quarter mile of the Site:
LOGE 1416 5
