• California Concentrate Co., 18678 N. Highway 99, approximately 500 feet
southeast of Site. The San Joaquin County Environmental Health
Department lists this facility as a "water quality site." Live Oak reviewed
records on file at the San Joaquin County Environmental Health
Department office on October 28, 2014. Based on the records reviewed, it
appears that this facility processes grapes and other natural products;
wastewater is discharged into ponds at the rear of the facility. In 2001 or
earlier, the Regional Board required the facility to monitor its groundwater
for nitrate, total dissolved solids, volatile dissolved solids, pH, and
standard minerals. No testing results were available in the file. In 2005,
the Regional Board issued California Concentrate a "notice of violation" for
objectionable odors from the ponds. A permit from 1985 for a 300-gallon
underground fuel storage tank and a permit from 2008 for a 350-gallon
aboveground diesel storage tank, 55 gallons of solvent, and 220 gallons of
oil were also on file. Because no groundwater test data were available, it
is unknown whether this facility could have impacted groundwater beneath
the subject Site.
• Victor Meats, 18846 N. Highway 99. This facility has been discussed
above.
• Goehring/Victor Fine Foods (Victor Meats), 18846 N. Highway 99. This
facility has been discussed above.
• Ford Construction Co. (Victor Meats), 18846 N. Highway 99. This facility
has been discussed above.
• Western Oil & Spreading, 19256 N. Highway 99. This facility has been
discussed above.
• Lodi Vintners, 3750 E. Woodbridge Rd., approximately one-quarter mile
west of the subject Site. This facility has four large wastewater ponds.
Live Oak reviewed records on file at the San Joaquin County
Environmental Health Department office on October 28, 2014. According
to the records reviewed, it appears that a groundwater monitoring
workplan was prepared in 2006 which proposed the installation of three
monitoring wells. The Regional Board had requested that groundwater be
monitored quarterly for levels of nitrates, total dissolved solids, pH, and
standard minerals. No testing results were available in the file. Because
no groundwater test data were available, it is unknown whether this facility
could have impacted groundwater beneath the subject Site.
Live Oak searched the San Joaquin County Haz Mat Viewer for facilities adjacent
to the subject Site with hazardous materials inventories. The only such facility
identified was Calva Products Co., located adjacent to the north of the Site.
According to the Haz Mat Viewer, Calva maintains a maximum of 55 gallons of
polymaleic acid, 55 gallons of kerosene, 55 gallons of manual parts washer
detergent, 580 cubic feet of oxygen gas, and 435 gallons of liquid propane at its
facility on any given day.
LOGE 1416 6
