Manteca Planning Area <br /> Assumptions for the Manteca Planning Area (General Plan Volume II p. VIII-4) <br /> 1. Except for infill on existing unincorporated lots, urban development shall occur in the <br /> city. <br /> • The proposed project is neither infill on an unincorporated lot nor <br /> within the city limits of Manteca. Therefore, the General Plan Map <br /> Amendment does not appear to meet the General Plan's requirement <br /> for development for the Manteca Planning area. <br /> Location of Urban Development <br /> General Plan Volume I, p. III-3 <br /> New urban development shall be planned to occur not only in the incorporated cities and <br /> their fringe areas that meet servicing requirements of the plan, but also in the new urban <br /> communities on the plan map. The unincorporated urban communities are also expected <br /> to experience growth over the planning period. In the areas not planned as urban <br /> communities, urban development is planned only to occur in designated Freeway <br /> Service areas, Commercial Recreation areas, Truck Terminal areas, and as an <br /> expansion of existing industrial areas. <br /> • The proposed project would be an expansion of an existing <br /> industrial area of the urban community of Manteca. <br /> General Industrial General Plan Policies <br /> Development and Locational Criteria (General Plan Volume I, p. IV-33) <br /> General Industrial areas shall be: <br /> (A) developed so that buildings occupy no more than 60 percent of the lot area <br /> and are no more than 100 feet in height <br /> • All future development will be subject to these requirements. <br /> (B) located in areas served by, or planned to be served by, a wastewater <br /> treatment plant, a water system, and a drainage system, all of which shall be <br /> public, unless only one parcel is involved outside of a community. <br /> • The General Plan Map Amendment is an expansion of the urban <br /> community of Manteca. Therefore, the proposed project must be <br /> located in areas served by, or planned to be served by, a public <br /> wastewater treatment plant, a public water system, and a public <br /> drainage system. The parcel is not located within the sphere of <br /> influence for the city of Manteca. The city of Manteca has stated that <br /> public services for sewer, water and storm drainage are not <br /> provided to unincorporated parcels. Therefore, the project site does <br /> not appear to be located in an area served by, or planned to be <br /> served by these public services. <br />
