e. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee currently is $182.82 per daily trip-end <br /> generated in the Stockton area. The fee shall be automatically adjusted July 1 of each year by <br /> the Engineering Construction Cost Index as published by the Engineering News Record. <br /> (Resolution R-00-433) <br /> f. The Water Supply Facilities Impact Mitigation Fee will be required for this development. The fee <br /> is due and payable prior to issuance of the building permit. The fee currently is $490.00 per 1000 <br /> gross square feet of building designated as Service Commercial. The fee shall be automatically <br /> increased on January 1 of each year through the year 2005 at the rate of 7.66 percent. A credit <br /> may be allowed if it can be verified that the existing development on this site was in operation on <br /> or after April 30, 1991. (Development Title Section 9-818.4 and Resolution R-97-5) <br /> g. A copy of the Final-Site Plan shall be submitted prior to the release of building permits. <br /> h. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> i. A storm drainage retention basin shall be provided. The engineer shall provide calculations for <br /> said basin. <br /> j. The applicant shall conform with regulations for the San Joaquin County Discharge Elimination <br /> System. <br /> k. A State National Pollutant Discharge Elimination System Construction Permit Notice of Intent <br /> shall be filed with the State Water Resources Control Board if over one acre of total ground is <br /> disturbed. <br /> NOTE: Traffic stalls that back out into entrance driveways shall be eliminated to prevent cars from <br /> queuing out into the frontage road. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Mike Escotto, 468-3443) <br /> a. The Environmental Health Department requires a soil suitability/nitrate loading study, <br /> incorporating employees, students, and parishioners, which indicates that the area is suitable for <br /> septic tank usage. This must be performed prior to issuance of building permits (Development <br /> Title Section 9-1105.2[d]). A nitrate loading study is required, and a review fee of$465.00 must <br /> be paid at the time of submittal to the Environmental Health Department. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or the EPA Design Manual for on-site waste water treatment and disposal systems <br /> is required for each parcel. A permit fee of$93.00 per percolation hole is required. <br /> b. The existing public water at this facility is currently serving water over the Maximum Contaminant <br /> Level (MCL) for Dibromochloropropane (DBCP). Prior to issuance of building permits, the <br /> operator shall take appropriate steps to remedy the Notice of Violation for serving water above <br /> the MCL for DBCP in accordance with the Safe Drinking Water Act(Development Title Section 9- <br /> 1120.2[a][i]) and the California Health and Safety Code Section 116555).
