Storm <br /> water drainage will be retained on-site and will be reviewed and permitted by the Building <br /> Department and the Department of Public Works. Therefore, there will be no impact to public <br /> services. <br /> 9. Transportation/ Circulation <br /> I 9. a. The project site is located on North State Route 99 East Frontage Road. A traffic study <br /> dated September 17, 2008 was conducted by Kimley-Horn and Associates, Inc. The study <br /> determined the highest level of traffic generated by the religious assembly will be on Fridays <br /> between 1:00 p.m. and 1:30 p.m. The traffic study recommended a narrow, raised median island <br /> should be installed along the entrance driveway to prohibit cross-movements of the first parking <br /> aisle across the main entrance aisle. Additionally, the traffic study recommended roadside <br /> vegetation be removed and a "No-Parking" zone be established along the proposed project's East <br /> Frontage Road frontage to preserve adequate stopping sight distance at the site driveway <br /> intersection. The Department of Public Works has included the "No-Parking" zone as a <br /> recommended Condition of Approval. The raised median was not required by the Department of <br /> Public Works as the applicant redesigned their ingress and egress driveway. Therefore, traffic <br /> impacts will be reduced to a less-than-significant level. <br /> 13. Land Use <br /> 13. b. This project conforms with the current zoning of C-G (General Commercial) and the <br /> General Plan designation of CIG (General Commercial). The surrounding uses are primarily <br /> residential. This activity may be conditionally permitted in the C-G zone with an approved Use <br /> Permit application. Additionally, as conditions of approval, the developer shall install sound <br /> transmission class 35 or higher exterior windows and doors at the south and west facing building <br /> facades and mechanical ventilation systems shall be included in the building design. A'No <br /> Parking' zone shall also be established along the project frontage. Therefore, this activity will <br /> have a less than significant impact on the surrounding land because mitigation measures will be <br /> taken for noise and traffic levels. <br /> a <br /> Initial Study -9- Rev 5-00 <br />� r <br />
