Except as otherwise provided in <br /> this Agreement, the County rules, regulations, ordinan- <br /> ces, laws, general plans, and official policies <br /> governing development, density, permitted uses, growth <br /> management, environmental consideration, and design cri- <br /> teria for purposes of this Agreement shall be those in <br /> force and effect upon the commencement of the terms of <br /> this Agreement.
