The FCAAA added requirements for states containing areas that <br /> violate the NAAQS to revise their SIPS to incorporate additional control measures to reduce air <br /> pollution.The SIP is a living document that is periodically modified to reflect the latest emissions <br /> inventories, planning documents, and rules and regulations of air basins as reported by the <br /> agencies with jurisdiction over them. The USEPA has responsibility to review all state SIPS to <br /> determine if they conform to the mandates of the FCAAA and will achieve air quality goals <br /> when implemented. If the USEPA determines a SIP to be inadequate, it may prepare a Federal <br /> Implementation Plan (FIP)for the nonattainment area and may impose additional control <br /> measures.
