Munn&Perkins Quarry Excavation Permit <br /> Traffic and Circulation <br /> As noted above, under this alternative all nighttime truck traffic would be required to enter and <br /> exit the Munn&Perkins facility via eastbound E' River Road.As the traffic analysis in the EIR <br /> assumes that all project traffic could potentially use either the east or west haul route,the potential <br /> traffic impacts of the West Only Haul Route would be the same as the proposed project for E.River <br /> Road and Santa Fe Road. However,in order to serve projects located east of the plant,haul trucks <br /> would need to use a westerly connector such as.Highway 219/Claribel Road or County Highway <br /> J7/Main Street. This increase would not necessarily be significant,given the lower traffic levels <br /> experienced at night in the area <br /> In <br /> Air Quality and Climate Change <br /> Impacts to air quality may occur under this alternative due to potentially increased haul distances to <br /> serve easterly projects(see traffic discussion above).Delivering material to the west would require <br /> increased haul distances,resulting in increased criteria pollutants and greenhouse gas emissions.These <br /> increases are not necessarily significant,but would represent an increase over the proposed project. <br /> Noise <br /> As noted above, this alternative would reduce noise related impacts to sensitive residential <br /> receptors located west of the project site entrance along E. River Road. However, residences <br /> east of the project site entrance along E. River Road would still experience noise related impacts <br /> during nighttime operations. Therefore,the overall number of receptors would be reduced, but <br /> the remaining westerly receptors will still be impacted.Additionally,the easterly receptors could <br /> experience an increase in the number of nights with extended operating hours, as haul trucks <br /> headed to the west would still have to pass by on their way to McHenry Avenue. <br /> 13 <br /> 4.3 Environmentally Superior.Alternative <br /> Table 4-1p summary summa rovides a of the evaluation of the alternatives compared to the proposed <br /> project.As shown in Table 4-1,the No Project Alternative would.result in the reduction of all <br /> potentially significant impacts. Although the No Project Alternative would be considered the <br /> environmentally superior alternative, it does not fulfill the objectives of the project.Moreover, <br /> CEQA Guidelines Section 15126.6(e)(2)states that if the environmentally superior alternative is <br /> the no project alternative,the EIR shall also identify an environmentally superior alternative <br /> among the other alternatives. Both Alternatives 2 and 3 would reduce the number of residential <br /> noise receptors impacted, but increase the frequency for.those particular receptors. However,it is <br /> likely that Alternative 3 would more additional effects, by increasing haul distances and <br /> potentially exposing additional receptors, including residents of Riverbank,to increased truck <br /> haul noise. Therefore,the West Only Haul Route Alternative(Alt. 2), is the environmentally <br /> superior alternative.
