TO 5:00 A.M. NOT TO EXCEED 125 NIGHTS PER YEAR <br /> FOR QUARRY APPLICATION QX-89-0002 AND APPEAL OF THE <br /> NON-CERTIFICATION OF ENIVORNMENTAL IMPACT EPORT AND <br /> STATEMENT OF OVERRIDING CONSIDERATIONS FOR NO. PA-1100014 <br /> (FOURTH DISTRICT) <br /> RECOMMENDATION: <br /> It is recommended that the Board of Supervisors deny the appeal and uphold the Planning <br /> Commission's denial of Revisions of Approved Actions application QX-89-0002. <br /> BACKGROUND: <br /> This is an appeal of the Planning Commission's denial of a request for a Revisions of <br /> Approved Actions application to amend Ordinance Development Requirement No. 4.of a <br /> previously approved quarry excavation permit QX-89-0002 as follows: <br /> Hours of Operation: With the exception of periods of declared National, State, or County <br /> emergency, daily operations shall be restricted to the period between 5:00 a.m. and 9:00 <br /> p.m. The extended hours of 9.00 p.m. to 5.00 a.m. will be permitted only for projects that <br /> contain specifications that limit work to nighttime hours The number of extended nights <br /> will not exceed 125 nights per year provided there are no unexpected delays in construction <br /> work Nighttime work will be limited to the asWhalt batch plant loaders trucks including a <br /> water truck and scale house The crushing of rock and excavation activities will not be <br /> permitted between the nighttime hours of 9:00 p.m. and 5:00 a.m. <br /> 1 <br />
