Manure Removal: <br /> The dairy ranch currently collects cattle manure via a water flushing system and transports it to the <br /> manure lagoon. Ultimately, the manure is spread on the property or used for cattle bedding. The <br /> applicant is proposing a digester system to break down the manure and use the methane gas <br /> produced to fuel a feed dryer system. All manure will be transported to the mix tank via a Honey Vac <br /> (a truck with a vacuum system installed to pick up manure)and will be off-loaded into the mix tank <br /> where homogenization will occur. From there, it will be piped into the digester tank where biogas is <br /> extracted from the top and the left over manure comes out the bottom. After digestion, the manure is <br /> piped to the separator where solids are composted into cattle bedding and liquids are piped to the <br /> lagoon. The excess manure will be transported via pipeline to the lagoon and will be the same <br /> quantity as before the digester system was in place. <br /> Feed: <br /> Two(2)to four(4)trucks per day will be necessary to bring in the raw materials for the feed dryer <br /> and to pick up the grain produced by the dryer system. A portion of the feed will be used on the dairy <br /> and the remainder will be taken off site by truck for sale at another location. <br /> Parking: <br /> Development Title Table 9-1015.3(b) states that 2.5 parking spaces are required per 1,000 square <br /> feet of building. As a result, 25 spaces are required. Development Title Section 9-1015.9 states that <br /> under the discretion of the Director, excessive parking requirements can be reduced. Since no <br /> customers come to the dryer facility, the Community Development Department is recommending a <br /> requirement of three(3) spaces. <br /> The Use Permit application is tentatively scheduled for the Planning Commission on March 3, 2005. <br /> The Community Development Department has reviewed the proposed Use Permit application and <br /> responses from other agencies and will be recommending approval of the project subject to the <br /> following conditions: <br /> Use Permit Application No. was approved by the Planning Commission on . The effective <br /> date of approval is . This approval will expire on ,which is 18 months from the effective date <br /> of approval, unless (1) all Conditions of Approval have been complied with, (2) all necessary <br /> building permits have been issued and remain in force, and (3) all necessary permits from <br /> other agencies have been issued and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be <br /> fulfilled prior to the establishment of the use and the issuance of any building permits. Those <br /> Conditions followed by a Section Number have been identified as ordinance requirements <br /> pertinent to this application. Ordinance requirements cannot be modified, and other <br /> ordinance requirements may apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT(Staff Contact: Gillian Hayes 468-8477) <br /> a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT'. <br /> The Site Plan required as a part of the building permit must be prepared by a registered <br /> civil engineer or licensed architect. This Plan must show drainage, driveway access <br /> details including gates, on-site parking, landscaping, signs, existing and proposed utility <br /> services, and grading (refer to the "SITE PLAN CHECK LIST' for details). A fee is <br /> required for the Site Plan review. (Development Title Section 9-884) <br /> b. APPROVED USE: This approval is for a manure digester and feed dryer facility (Use <br /> Type: Agricultural Processing-Food Manufacturing) as shown on the Site Plan dated <br /> December 7, 2004: <br />
