The addition of project (Phase I& II) traffic to 2035 conditions would cause the following significant impacts <br /> as reported in the Year 2035 Plus Project(Phase I&11) Conditions: <br /> • Increase average vehicle delay at two signalized intersections already operating at an unacceptable <br /> LOS by more than the threshold of significance <br /> o Airport Way and French Camp Road <br /> o Airport Way and Lathrop Road <br /> • Increase average vehicle delay at five unsignalized intersections already operating at an unacceptable <br /> LOS by more than the threshold of significance <br /> o Roth Road and I-5 Southbound Ramps <br /> o Lathrop Road and I-5 Southbound Ramps <br /> o Lathrop Road and I-5 Northbound Ramps <br /> o French Camp Road and SR-99 Southbound Ramps <br /> o French Camp Road and SR-99 Northbound Ramps <br /> • Degrade the LOS at one unsignalized intersection from an acceptable to an unacceptable LOS and <br /> increase the average vehicle delay by more than threshold of significance <br /> o Roth Road and I-5 Northbound Ramps <br /> • Increase average vehicle delay at one unsignalized intersections by more than threshold of <br /> significance <br /> o Roth Road and Harlan Road <br /> • Degrade the LOS at one signalized intersection from an acceptable to an unacceptable LOS <br /> o Airport Way and Daisywood Drive <br /> • Add more than 100 trips to six freeway segments already operating at an unacceptable LOS <br /> o Northbound 1-5 between Lathrop Road and Roth Road (24) <br /> o Northbound I-5 between Roth Road and Mathews Road (25) <br /> o Southbound 1-5 between Mathews Road and Roth Road (26) <br /> o Southbound I-5 between Roth Road and Lathrop Road (27) <br /> o Northbound SR-99 between French Camp Road and Lathrop Road(32) <br /> o Southbound SR-99 between French Camp Road and Lathrop Road (33) <br /> • Add more than one percent traffic to four freeway ramps already operating at an unacceptable LOS <br /> o I-5 Northbound On-Ramp (Merge) from Roth Road (28) <br /> o I-5 Southbound On-Ramp (Merge) from Roth Road(29) <br /> o I-5 Northbound Off-Ramp (Diverge) from Roth Road (30) <br /> o I-5 Southbound Off-Ramp (Diverge) from Roth Road(31) <br /> • Increase traffic volumes at five freeway ramps by more than one percent threshold of significance <br /> o SR-99 Northbound On-Ramp (Merge) at Lathrop Road (34) <br /> o SR-99 Northbound Off-Ramp (Diverge) at French Camp Road(35) <br /> o SR-99 Northbound On-Ramp (Merge) at French Camp Road (36) <br /> o SR-99 Southbound Off-Ramp (Diverge) at French Camp Road(37) <br /> o SR-99 Southbound Off-Ramp (Diverge) at Lathrop Road (38) <br /> • Cause eastbound vehicles stopped at the Roth Road eastern Oakland Subdivision at-grade rail <br /> crossing to queue as far back as the I-5 interchange at Roth Road,a condition which would also exist <br /> under the 2035 No-Project Conditions. <br /> o Roth Road and Eastern Oakland Subdivision At-Grade Rail Crossing <br /> November 2012 17 Findings of Fact/ <br /> Statement of Overriding Considerations <br />
