This joint driveway shall also be shared with adjacent property to the west when such <br /> property develops. The easterly proposed driveway shall be limited to right in and right out <br /> conditions. The project shall be conditioned such that developer is responsible for performing <br /> improvements to their property when such roadway improvements are constructed in future and <br /> shall pay their fair share cost for future traffic signalization, if such is not deemed necessary at this <br /> time by San Joaquin County. <br /> Elaboration of Comment No. 5 submitted on August 3, 2016 <br /> It is recognized that project is proposing to use legal trucks only and no STAA Truck route will be <br /> required or requested for this area. <br /> Comment from the City of Tracy's Planning Division <br /> The County should require the applicant to enter into a Pre-Annexation agreement with the City of <br /> Tracy. The requirement is consistent with the City's General Plan, with a recitation of the Policies <br /> as follows: <br /> Goal LU-8 <br /> No urbanization in unincorporated County areas as defined by this General Plan or the San <br /> Joaquin County General Plan, whichever is more restrictive, without annexation to the City, <br /> a pre-annexation agreement, or a letter of support from the City. <br /> Policies <br /> P1. The City shall strongly oppose all development in the area defined by Goal LU-8 <br /> unless the property is annexed, unless there is a pre-annexation agreement, or unless San <br /> Joaquin County receives a letter of support from the City of Tracy. <br /> P2. The City shall not make new commitments to provide water and wastewater <br /> services to areas outside the City limits unless such commitment is accomplished by a pre- <br /> annexation agreement and approved by LAFCo if required. <br /> Additionally, this project will be highly visible from City-owned property adjacent to the west and <br /> Schulte Road and should be design to fit into the currently developing vicinity. The City has spent <br /> considerable time and effort establishing site planning, architectural and landscape standards for <br /> the development of this corridor.
